Not exactly, in south west you can see saffron which is karnataka a non Hindi speaking state while in east you can see west Bengal and odisha swhich are not green still speaks Hindi. But for most of the part you are correct.

The funny thing is Modi is Gujarati and not from a hindi speaking area.
Gujarat, Rajasthan, Maharashtra, Punjab, Haryana are all non Hindi speaking areas.
The left got a drubbing to along with the congress.
