Generally in Pakistan , I believe based on the news , there was a Quota system used by Human Resources
Which determined percentage of roles which would be restricted to Village based hiring vs City hires
According to this principle 43% of Roles were reserved fro Internal Regions of Sindh - which historically have remained under developed due to the villages owned by Private Land lords and other hurdles such as poverty. And focus more on Farming then schools and Education.
Under the old system
- 8 % of Government Roles were reserved for Karachi residents (Which is large becasue % population is high)
- 8% for every province of Pakistan (Punjab, Baluchistan, KPK, Gilgit/Kashmir)
The ideal was that 43% would help encourage the potential of Developing desire for education and also help even out representation in Government office by internal regions of Sindh. However Political parties such as PPP have used it as a tool as they promise "Roles" for vote schemes to folks who had cooperated with PPP's goals
However, the abolishment of the rule ensures that , 100% open to Most talented Students Province wide so there are no barriers in hiring , in line with hiring principles in Western Societies.
Under this provision , Smart / Talented Youth will be able to get to Management roles vs being left out of the process of hiring just because they don't fit into any qouta
History Lesson:
In around 1973, after the war with India when East Pakistan faded, this rule was inaugurated by PPP who were in power during 70's
The rule has been in place for 43 years, and really most of the Government Institutes have fallen back in quality so no great gain was achived
- The biggest impact of this ruling has been on Corporations of Pakistan , PIA, Steeles Mills , Pakistan Railways, Goverment of Sindh (Government roles) all have decayed in performance and quality.
- Top Universities of Pakistan are in Islamabad/Lahore/Karachi and May be Quetta however if the % of hire is less from these hubs of "Education" , less talented students are promoted to jobs , and that creates a problem for Long term for Corproations.
- While It is important to hire from Villages , and urban areas , but first world class standard Universities have to be established in these regions so quality students are created
- Universities of Top 20 -Top 30 Rank in Pakistan will give you , more developed students , vs Universities and Colleges that rank below Top 100 in Nation. However as the quality of the Universities will improve in Urban areas the ratios would even out. Generally the passing ratio in Urban areas is low
- A standardized test like GMAT would also ensure all students get a even chance to show their "Skills" to get the Government Job Role, this standard is used in some countries for Government roles. Also it is used to judge your admittance in Graduate programs (For PHD). Mostly for management jobs , for none management roles generally hiring is more flexible (Lesser score value from GMAT)
- Point system from GMAT & Having Degree or Diploma is what determines if you would be hired for role. Together with short interview
- And general rule is hiring is done for PHD students at higher pay scale first priority
