why did it take isro 7 years to carry out another crew module test after the first successful mission?

Is the the absence of launch vehicle or something else?

well..may be because humanspace flight program is not a priority for Indian govt..only 22 million $ has been allotted for development of technologies related to human space flight by Indian govt..

May be only Isro official can say something about that; But yes the proud would be India would be the first country who would sent two astraunaut in first launch. Isro has ask to suggest in facebook page or somewhere else for the name of the astraunauts, like avkashyatri or something else.
