CIA did NOT control the Mexican drug trade, they controlled Nicaragua and Columbia cartel (used to be Panama before Noriega). Mexican drug trade is based on 3 different cartels, back by different fraction. Sinoloa (el Chapo) was backed by Cuban Government, Jalisco is backed by Mexican Government, and the other I forgot (Probably Los Zeta) is backed by the South (Bolivia and Peru) CIA tried to make deal with El Chapo back in the 70s but they don't deal.

The current war is simply because both el Chapo and his son is now arrested and that created a power vacuum. This play right into Jalisco hand.
