Don't you have a fundamental problem?I wonder how we can increase the rankings for Indian universities. We score next to NIL for foreign students and foreign faculty. I mean we do have foreign students at IITs but only for foreign exchange or an internship. Getting them for a full degree course is not easy.

Students go to China to study high-speed train technology, supercomputer technology, robotics, dam construction (civil engineering), biochemistry, telecommunications, etc.
Most of these technologies do not exist in India.
Why would anyone study at an Indian university when you lack all of these modern technologies?
Foreign students study in China, because can they go and work for Alibaba, Tencent, Baidu, DJI, Lenovo, etc.
There is a bright future for foreign students in China. The prospects for a job after studying in India are probably not very good.

We don't have foreign students largely because we don't ALLOW them.
Indian universities, which are funded by Indian taxpayers, don't exist for the sake of some ranking. They exist to educate Indian students.
In Europe we have many Indian students... many in the UK ofc... and in France... They pay their fees... and the good stay, find a job at a local biz... those who stay are among the best of "foreign" students...meaning it's one less in India per exemple..or any other foreign affiliated orign...

Foreign students for a country is money and is a testimony of quality...
Foreign student pay their university fees... some may have a scholarship...but mostly pay for it... and that' sonly for fees..let alone rent/transport and local biznesses getting that "student" money...
Foreign students give you the advantage to secure those minds in your own country, since most foreign students are above the average lvl...

And for your Q about ranking... well it's that ranking who push the "great" mind to come/learn and work there... and therefore build "somthing"

Nonsense. in fact there are tons of indian medical students studying in China right now.China for example gets a huge number of international students, but most of them are on paid scholarship, which means that China is in fact giving them money to come and study

East Asians generally don't speak good English, Chinese, Japanese or Koreans are equally bad in English, Africans usually speak good English but it doesn't make Africa a better place than East Asia.Rankings are based on a number of factors - I have a degree from USA, one from Europe and one from India - Indian universities can't compete in terms of infrastructure, quality of education but the annual fees are often less than what you would spend in a semester in the US or Europe on textbooks. Don't know about China or Russia but most Chinese students that I've come across are competent but lag seriously behind in English; but this isn't the case with Taiwan where the students speak it fluently.
