Much delusion here as to the purpose of this.
It is a face saving measure, ie, China was openly named as a country where fraudulent statistics come out.
So, seeing they cannot clear their name with sufficient "beyond resonable doubt" principle (they correctly predicted doing so would only strengthen criticism), they admit to wrongdoing, however, they admit to it only in northeastern, least developed provinces, minimizing actual effect on .....oh so cherished gdp calculations from which the whole "mandate to rule" comes from
Now, if we are to believe such things hadn't happened in other provinces, well, that's up for each individual to decide on his own.
My personal opinion is that such a thing would be even easier to pull of in the coastal provinces but the need for it would have not been so big with an already larger share of gdp originating from there.
However, what each individual province minister decided is anyone's guess.
