While this type of news are initially laughed at, there is a deeper issue and problem here. We expect religious organizations to produce this kind of responses, but hardly from governments, at least not from the Western governments, anyway.
The deeper issue here is of government controls. If I punch you in the face and did it in the public square, of course we expect the government to intervene in some measures. The effects are immediate and tangible. You are injured, perhaps even to the point where you can no longer contribute to society, at least as a taxpayer.
But in the privacy of your own home, how are you injured from watching someone making sexual innuendos via a banana ? Public morals are injured, according to the Chinese government here. A somber lesson once the smirking is done.
