Whether you're a democracy or not is irrelevant, if rape victim didn't file a report, the crime simply don't make the news. Most of India is rural and literacy rate is low, many crimes that happened there are not reported, what can your democracy do? Is your free media going to change the "shame and blame victim culture?? Can your democracy eradicate eve-teasing of women in public??

Have some credibility, don't quote your very own indian as reference. If things are not reported in China, how did you guys dig out so much dirt, from the General's son rape case to statutory rape law? China attracts largest foreign investment and is home to the largest expat community, we are closely watched by international media. Have you heard of tourist/expat getting raped in China? Or eve-teased/molested in public?

As I said, sex crime happens in any country, China, India or the US. But in country where culture of discrimination against women is prevalent, sex crime is significantly higher. When there is no rape epidemic, there is no need to compile. The definition of rape varies among countries. Unless it is standardized, drawing comparison across countries on these data do not reflect the ground reality.

India rape data looks better for two reasons:

1) Marital rape is NOT criminalized in India( Many countries reported higher numbers due to marital rape)

2) Shame and blame culture. Hence, rape victims don't report.

In fact in India,though reports of rapes are quite habitual, the under reporting is a concern among the Government and more efforts are being made so that proper FIRs do get lodged after an incident occurs. Whether it's a cancer or flue, neither we can decide nor can be assumed on the basis of volume of reporting.
