Well one reason why China is ahead in this race is that the exports provide the armed forces and government a cover for the huge defence expenditure. A lot of commentators believe that China's economy and huge surplus covers the budget but that isn't a fully correct assumption.the author assumes here that in the next decade along with china, India will be able to produce and export cheap weapon system.
We all that China is doing it already.
My question is can India emulate the Chinese model of develop and exporting indigenous weapon systems that author assumes?
I don't think it is possible for an economy (even robust as China) to afford that sort of an expenditure and therefore the exports have to chip in and take some load of budget. This largely comes from utility yet economic package that Chinese defence industry has been able to develop and market successfully. The trend should continue.
Now on question of India, our union budget covers the cost and it is unlikely that India would have to adopt Chinese model.
Now that bit said, things are changing (slowly but surely) as government is pushing for private industry participation. In future it will happen that private players will develop their own R&D facilities and start developing items suitable for exports. But this will surely be on a much smaller scale than China's.
IMHO India must look at Israel's industry in this regard and see what kind of competency domestic industry has and whether we can build up an export potential with that.
