Okay, just plz note that every Soviet friendly nations ( NK,VN,NZ) can buy nuke tech, nuke missiles's designs and nuke sub from Soviet/Russia in 90s.

So no surprise when CN or US fall into chaos, then ppl will see VN have Soviet nuke warhead- nuke sub and sea mines r all over SCS ( seast VN sea)
