What he is doing is drowning the main issue in diversion posts. A major part of that is because he does not have the intellect to stand on his side of the issue.

Lockdown protests are not in the top three causes of public protests in China, as shown above.

No, it is not misleading. In multi-party politics, the government is institutionally and politically distinct from the parties. But the Chinese government is not multi-party. So whenever the people protest against a specific policy, tacitly it is against the Party, and the CPC knows it.
