In Turkey's case, absolute number matters. a tiny country can never save a much bigger country of that scale economically, never happened in the history till now at least. My needs are also very small, but I don't think I can save microsoft if it runs into trouble.

It's way better for countries to stand on their own feet, initiate reforms and do it the hard way, else take development loans from International funding banks, agencies. Countries bailing out other countries are fraught with risks because they always have hidden agendas and don't do it out of the goodness of their hearts. Sugar daddies usually get their way with their poodles.
