we are in Afghanistan because they attacked us and with the government's blessing for nearly a decade now.

every other place we are currently stationed is with the blessing of their government, including NATO countries

China has annexed sovereign waters and land of other countries.

China is a regional power. To be a superpower you need the economic reach, global military reach/bases all of the world; NATO like an alliance.
