Just a correction. The ability in question is not as much to send a man to space but it is to send a man safely in space and return him/her safely. Thats why it is so hard.

Why did I mention such a pedantic point? Because ASAT requires only one thing beyond a workable missile: guidance and seeker system to hit a satellite. For such a big satellite which is capable of capturing gigawatts of energy, it need not be too accurate. Actually, accuracy is required only for Hit to Kill kind of weapons. A weapon that just explodes in the vicinity of such a satellite might do that trick as well.

So yes, quite a few countries can muster such a weapon with some effort.

Military systems are designed with contingencies. They use the most convenient option until forced to switch to backup systems.

This is the reason in many military systems, GPS is always a supplementary system because it can be taken out, jammed or otherwise disabled. Think about guided missiles. They have inertial guidance as primary guidance system. They augment it with GPS to correct for deviation in inertial guidance. Further they have stellar guidance if GPS is not available and finally DASMAC/Radar based terminal guidance.

Now, think with you worthless excuse of brain. How will you supplement an energy harvesting system that generates gigawatts of energy? And if you somehow supplement it, can you actually depend upon it in the first place?
