Hun Sen's words can't really be trusted but a naval base in cambodia actually makes perfect sense for china to have:

1) It allows china ability to project more in the scs.

2) its closer to the proposed thai canal.

Should it be true, news will make it around the world when Chinese warships are stationed on that port. That's some power projection, it will shorten the response time should the situation require the presence of the fastest growing Naval power in the South China Sea. Undoubtedly the dominating factor in the region.

I think we wilk not respond cos Ream port is just 7-10km from VN, so CN troops there cant harm us.

Only US nid to respond cos its a threat to US base in Sing.
