With Serbs increasingly skeptical about the benefits of joining the EU and NATO, Belgrade is seeking closer ties with China. Beijing, for its part, needs a strong Serbia as a gateway to Europe for its Silk Road project, experts told Sputnik ahead of Serbian President Tomislav Nikolic’s visit to China.

During Chinese President Xi Jinping’s visit to Belgrade in June 2016, the two countries signed a raft of economic cooperation deals, and experts believe that more such accords could be inked during the Serbian president’s current visit to Beijing.

“China is encouraging the integration processes going on in the world as it tries to strengthen its foothold in Eurasia, and even small and financially insignificant countries like Serbia are seen by Beijing as a potential element of its Great Silk Road economic project,”

Alexander Larin, an expert at the Institute of the Far East in Moscow, told Sputnik China.​

In 2015, China and Serbia signed a memorandum on the joint construction of an overland and maritime Silk Road, and President Nikolic is expected to reaffirm Belgrade’s decision to join the ambitious project.

“Serbia is China’s first strategic partner in Central and Eastern Europe and the centerpiece of Beijing’s infrastructural investments in the region,”

Larin added.

Meanwhile, President Xi’s ambitious plan for infrastructural modernization in the very heart of Europe as part of the New Silk Road project is hitting a snag.

The much-anticipated Belgrade to Budapest high-speed railway is being probed by Brussels for potential infringements of the European Union’s requirement that public tenders are offered for such major infrastructure projects.

In 2013, China, Serbia and Hungary signed an agreement to build a 350 kilometer high-speed rail line that would go from Belgrade to Budapest, the first stage of a project that would ultimately connect the China-run Piraeus port in Greece with the heart of Europe.

The EU probe is mainly directed at Hungary, which is a full-fledged EU member, rather than Serbia, whose “prospective member” status shields it from all of the EU’s regulations, Forbes wrote.

Georgy Engelgard, an expert at the Institute of Slavic Studies in Moscow, believes that the issue will be discussed during the Beijing talks.

“Chinese investments play a significant role in the economic life of Serbia and the other Balkan states. Brussels is making every effort to check China’s economic expansion and is bringing strong pressure to bear on Belgrade,”

Engelgard told Sputnik China.


He added that China is viewed through the increasingly anti-US and anti-NATO Serbian perspective as a powerful friend and a kind of a counterbalance to EU domination.

In an interview with Sputnik, Ren Yuanzhe, an expert with the Diplomatic Academy of China, described Serbia as a driving force behind China’s current effort to bolster economic and political ties with Central and Eastern European countries.


“The countries of Central and Eastern Europe are seen by China as important cooperation partners both in the 16+1 format and as part of the ‘one Belt, one road’ concept. The two countries have no political, economic and security problems and China fully shares Belgrade’s position on Kosovo and other issues,”

Ren said.
He added that President Nikolic’s current visit to China would give an additional boost to the economic cooperation agreements signed during President Xi Jinping’s visit to Belgrade in 2016.

“It will expand our strategic partnership as part of the 16+1 and the “one belt, one road” initiatives and set the stage for more mutually-beneficial cooperation between China and the Central and Eastern European countries,” Ren Yuanzhe emphasized.

Serbs Doubt Prospect of EU Membership, Survey Shows
Most people in Serbia want to join the EU - but do not expect membership - while cherishing a respectful attitude to Russia, a survey by the Belgrade Centre for Security Policy shows.

A new survey presented on Wednesday in Belgrade, on public attitudes to national security, foreign policy, challenges, threats and potential alliances, says most people still want to join the EU - but don't want to join NATO.

The timeframe of the survey was from 26 December to January 14, using a sample of 1,403 citizens.

“The major findings are that the majority in Serbia is still in favour of EU membership, is against NATO membership, and is satisfied with the existing level of cooperation with Russia."

"But the perception of EU has recently deteriorated; it remains an authority only in the domain of democracy and rule of law, and membership is expected to further economic benefits and international standing,” the report said.​

Serbia became a candidate for EU membership in 2012 and has opened eight chapters so far.

The survey of the Belgrade Centre for Security Policy showed that most people have a favourable view of their country's close ties to Russia.

“On the perception of major powers, the majority in Serbia see Russia as a political and military power,” the report notes.​

Russia and Serbia historically have warm relations based on Slavic ethnic ties and common membership of the Orthodox Church, and politicians in the two countries have for years fostered close and friendly relations.

The survey showed that Serbs see the EU and Germany as successful in democracy, human rights, and rule of law. China is also seen as a successful economic and political power.

“The influence of Germany, China and Russia is regarded as positive, while the influence of the EU and the US is seen as mostly negative,” the report noted, adding, however, that people believe EU membership would attract foreign investment and increase employment, while the alliance with Russia enhances security.​

Regarding Russia, the majority is satisfied with the current level of cooperation with Russia. But one-third would like to see Serbia’s integration into the Russian-led Eurasian Union, one-fifth are against and the majority has no opinion.

When it comes to NATO, the majority oppose and do not expect Serbia's membership. Less than one in ten favour NATO membership, although one-third are in favour of cooperation through the Partnership for Peace program, PfP.

Most Serbs favour EU membership - but if recognition of Kosovo were a requirement, the majority would abandon EU accession.

The survey warned that the length of accession has affected the public perception and the majority of respondents to the survey do not believe Serbia will ever become an EU member.

There are more positive than negative associations with the EU, however, especially regarding peace, democracy, human rights and economic benefits.

The majority of citizens support the current policy of military neutrality but demand better specification of the policy of neutrality.

Right. China does not recognize Kosovo as a state, which makes sense, given that it has a very good potential to become another radical extremist hot spots, this time closer to Western Europe.

It is obvious that the EU is bothered by China-CEE cooperation. On the one hand, they want to eat from the OBOR development cake, on the other hand, they do not want to weaken their leverage on China due to internal division, disunity.

China needs to macro-manage the EU while also developing closer cooperation with more friendly CEE nations, like Serbia.

Of course, Serbia has also an emotional meaning, during the Yugoslavia war, US military war criminals had bombed a hotel in Belgrade and killed Chinese journalists there.

When i was young, i loved the US and all Western things like democracy and freedom too. Grown up and travelled round the world, i increasingly see them as merely rhetoric and empty words.

I think the same trend will happen in Serbia too. The young always love individual freedom, but when grown up and having a family to take care, their minds will change.

Serbia expects tourism boost after visa-free scheme with China but still faces challenges

As spring starts and people start planning their summer vacations Serbia is expecting a surge of Chinese tourists. Serbia became the first country in central and eastern Europe to waive the visa requirement for Chinese tourists, since the bilateral visa-free deal came into force in January. Serbia is targeting Chinese tourists putting on events in Beijing to promote its tourism industry to coincide with their president's visit to China on Friday.

However, Chinese travel agencies haven’t recorded a remarkable growth in package tours to Serbia. “Mainly it’s because that the peak season for tourism hasn't started yet. Apart from the seasonal factor, there are no direct flights from China to Serbia, and Serbia's tourist sector lacks cross-promotion with other Balkan countries,” said Chen Binchao, Eastern Europe manager with Beijing Utour International Travel Services.

The economic imperative to attract Chinese tourists is compelling. Head of external relations, Fan Jingyan told CGTN that Chinese tourists in Serbia spend on average 230 dollars per night on a hotel room, and spend 3-thousand-two-hundred dollars in the country. “They are high-end customers who want the best travel experience,” said Fan.

Despite the anticipated mass wave of Chinese tourists not appearing yet, there is some good news from the Serbian tourist authority. Marija Labovic, CEO of Serbia’s National Tourism Organization told CGTN that Serbia has witnessed a 102 percent growth year on year in number of tourists coming from China since the launch of visa-free deal.

That means the number of individual travelers from China to Serbia is on the rise. Labovic also told CGTN that direct flights between Beijing and Belgrade can be expected later this year, signposting more Chinese tourists can go on spontaneous trips and fly to Belgrade without a transit. And Serbia is more than ready to play host.

Labovic said Serbia now has more tourist guides who are speaking Chinese. The tourist authority is improving the tourism infrastructure, for example, tourist board information cards will be translated into Chinese firstly in Belgrade, and expand to other areas in rest of Serbia. And an ongoing training session is taking place to let the hospitality industry be aware of Chinese customs and traditions in order to render better service.

Besides, Serbia has a lot to offer. While its history might not be familiar to a lot of younger Chinese, its predecessor, Yugoslavia, is well-remembered among older generations in China.
One tourist named Han Baozhang said “Serbia and the Balkan Peninsula as a whole is unique. It experienced a baptism of war and it boasts ethnic diversity”.

Yugoslavian soldiers fighting against Nazism, the classic 1969 war film The Bridge, the 1999 bombing of the Chinese embassy in Belgrade...these are all strong images in the minds of China's older generation. But whether younger people from China will take advantage of visa free travel and create memories of their own in modern day Serbia, remains to be seen.

But all three travel agencies interviewed by CGTN said that they are optimistic about the potential increase of Chinese tourists going to Serbia as a tourist destination, given that Chinese travelers only reached 1,400, accounting for only a mere fraction of Serbia’s three million visitors last year. With the visa-free scheme readily available and direct flights to be offered in the foreseeable future, growth of Chinese tourists is guaranteed.

Production investments: Chinese Yinlong interested in Ikarbus


Chinese company Yinlog has met with the Serbian Economy Minister, Goran Knezevic to express its interest in investing in Ikarbus via a Zagreb-based company, LTO Energy.

Yinlong is the biggest global company for production of electric vehicles, lithium batteries and related products. It also produces 60,000 buses annually which have super fast charging that lasts between six and ten minutes.

The Serbian Economy Minister welcomed Yinlong’s intention, and added that production investments were what Serbia really needed.

According to him, 35,000 workers are producing components for the biggest global manufacturers in 64 factories in Serbia today. The minister reminded that the automobile industry in Serbia has an 80-year-long history, and that it was “one of the driving forces behind industrial production and development of Serbia’s economy”. Ikarbus will also be Yinlong’s production headquarters for the entire region.

The meeting between Yinlong and the Serbian Economy Minister in Belgrade was organized thanks to the Chinese Southeast European Business Association (CSEBA) with the CSEBA’s president Mario Rendulic and vice president Zvonimir Zlopasa also in attendance.

Chinese to launch production of taps and plumbing fittings in Kula

Serbian Culture and Information Minister, Vladan Vukosavljevic signed on Thursday in China a Memorandum of Understanding with the proprietor of the Zhejiang Kangyi Sanitary Ware Company stipulating investments in the amount of 35 million USD and creation of 500 new jobs in Istra factory in Kula.

The Memorandum stipulates that, in the period from 2017 to 2020, the Chinese company will invest a total of 35 million USD in a tap and plumbing fitting factory in Kula, or rather on the premises of the former water tap factory Istra.

The investor is an international company that produces high quality taps, kitchen and plumbing fittings, and other bathroom equipment – the Ministry’s press release reads.

The Chinese plan to make taps and fittings from scratch at the Istra factory and the total annual production should be worth around 50 million USD.

The company enjoys the full support from the province Zhejiang and the Beijing government for this big undertaking which is an integral part of the Chinese project “New Silk Road”.

The Chinese investor has already conducted talks with the Ministry of Economy, the Serbian Development Agency, the Vojvodinian government and the municipality of Kula. Considering that this is an industrial investment and that there is no such facility in the region, the project got a green light from all government levels – the press release underlines.

Hainan Airlines to launch Belgrade service

Hainan Airlines has confirmed it plans to launch flights between Beijing and Belgrade after officials from parent company HNA Group signed a letter of intent with the Serbian government last week for the establishment of services, the set-up of a flight training centre in the country, and unveiled plans to invest and run Belgrade Nikola Tesla Airport. The airline has conducted a feasibility study into flights between China and Serbia and also plans to either establish or run an existing flight training centre in the country in order to meet global demand for new pilots over the next fifty years. Furthermore, it was recently revealed that the HNA Group is bidding as part of a Chinese consortium for the 25-year concession of Belgrade Airport.

Details of the new agreement with the HNA Group, as well as Hainan Airlines' planned service to Belgrade are expected to be revealed at the end of the week, when Serbia's President travels to China for a two-day state visit. HNA Group is a Fortune Global 500 company headquartered in China with businesses spanning across aviation, holding, tourism, capital and logistics. As of December 2016, HNA Group has a fleet of over 1.250 aircraft, operates 1.100 domestic and international routes, flies to over 270 cities and serves 92 million passengers annually. It operates and manages Hainan Airlines, Tianjin Airlines, Beijing Capital Airlines, Deer Jet, Lucky Air, West Air, Fuzhou Airlines, Urumqi Air, Beibu Gulf Airlines, Yangtze River Airlines, Guilin Airlines, Chang’an Airlines, Africa World Airlines, and Aigle Azur. Furthermore, it runs HNA Tourism, which will be selling joint tour packages to Serbia and the region, primarily Bosnia and Herzegovina and Montenegro.

Preparations are already underway for the new flights between Beijing and Belgrade. In 2016, some 24.000 Chinese tourists visited Serbia, which is not a large number considering China's size, but for Serbia the trend is encouraging as in 2011 only 12.000 tourists from China came to Serbia. "We hope that the visa free regime, the establishment of a direct flight, joint presentation with our neighbours, as well as the strengthening of regional cooperation in Central and Eastern Europe will have an influence on Chinese tourists to perceive this region as more attractive than before", Milica Čubrilo, the Secretary for Tourism in Serbia's Chamber of Commerce and Industry, said. Miodrag Popović, the head of the Tourist Organisation of the City of Belgrade, noted, "Preparations are ongoing at Belgrade's hotels, restaurants and all those linked to the service and hospitality sectors for the arrival of Chinese guests. Research has provided us with information about what interests Chinese guests the most and how they should be treated, from the most banal such as to avoid anything connected to the number four, to more serious issues, such as that one needs to have Chinese food for guests who stay longer, together with local specialties that they may wish to taste. Chinese guests also like to take photos and we need to provide them with enough places to capture their memories", he said. Flights between Beijing and Belgrade last operated in 2000 when they were run by JAT Yugoslav Airlines. Serbia and China abolished visa restrictions for each other's nationals at the start of the year.

China's CCECC starts upgrades on railway line in Serbia

BELGRADE (Serbia), March 30 (SeeNews) – Serbia's infrastructure ministry said on Thursday the China Civil Engineering Construction Corporation (CCECC) has started a project for the modernisation of the Rasputnica G - Rakovica - Resnik section of the Belgrade-Nis railway line.

The project, with a total value of 23.7 million euro ($25.4 million), is financed through a 95 million euro loan from the European Bank for Reconstruction and Development (EBRD), the infrastructure ministry said in a statement.

The Chinese company will complete the project, its first in Serbia, in 351 days.

The 7.7 km-long Rasputnica G - Rakovica - Resnik section is part of Pan-European Corridor X that is projected to connect Austria's Salzburg to Greece's Thessaloniki.

In December, Infrastruktura Zeleznice Srbije said it plans to almost triple its annual investments to 640 million euro in 2017 from 215 million euro in 2016, in order to reconstruct railways with a total length of 275 km.

Presidents of China and Serbia discuss bilateral projects

Serbian and Chinese presidents Tomislav Nikolic and Xi Jinping met in Beijing to discuss new bilateral projects and progress on projects agreed in the past.

Nikolic devoted particular attention to a project to privatize the RTB Bor copper mining and smelting complex and Belgrade's Nikola Tesla Airport, as well as to introducing direct flights from Belgrade to Beijing, with two Chinese companies already showing interest, Tanjug reported.

Xi said that he would personally encourage Chinese entrepreneurs to participate in the realization of joint projects, adding that all doors had been opened to them after the signing of the Agreement on Comprehensive Strategic Cooperation between Serbia and China, Bet reported, citing a statement issued by the Serbian president's office.

Xi voiced his satisfaction with cooperation in the One Belt One Road project and Serbia's active role in the "16 plus 1" initiative, adding that China was ready to support the creation of a Center for Building Infrastructure in that project.

He said that China saw Serbia as a "steel friend," and that his country would make a donation of 100 mln yuan (around 14 mln euros) to Serbia.

The Chinese leader said that he "received with great satisfaction the news that Macedonia and Greece were interested, in addition to Serbia, in the engagement of China in building a waterway between the Danube, Morava, Vardar and the Aegean Sea."

Later on Thursday, Nikolic became an honorary citizen of Beijing for his personal contribution to enhancing the friendly ties between Serbia and China.

On Wednesday, the first day of his visit, the Serbian president met with a delegation from the Huawei company, Liten Group and Shanghai Leasing, to whom he presented all the advantages of investing in the Serbian economy.

Nikolic will finish his official visit to China on Friday with meetings with Prime Minister Li Keqiang and Speaker of the National People's Congress Zhang Dejiang.

Good progress in promoting tourism, with direct flight it would be super convenient. I expect more tourists will visit Serbia during the 4 high seasons - Chinese New Year, early May, Summer, and early October. I also see a rise of business travelers as trade & investment increase.

Chinese, Serbian leaders target more trade in agricultural goods

Serbian and Chinese farmers can be hopeful about more bilateral trade after Serbian President Tomislav Nikolic and Premier Li Keqiang met on Friday in Beijing and discussed expanding cooperation in agriculture and infrastructure.

Premier Li welcomed greater cooperation with Serbia within the 16+1 mechanism, which refers to China and the 16 Central and Eastern European countries.

Li also called on both sides to work towards the construction of a Serbia-Hungary railway and strengthen people-to-people exchanges.

Nikolic said Serbia welcomes investments from Chinese enterprises and urged greater cooperation in infrastructure and production capacity projects as well as exploring opportunities in foreign markets.

Chinese Poly Group interested in Serbia – First projects in coming months

President of Serbia Tomislav Nikolic has met with representatives of the Chinese company Poly Group, the website of the Presidency reports.

During the meeting with the company’s delegation, projects in energy, infrastructure, and arms industry, which Poly Group is interested in, were discussed.

As a result, the realization of the first projects is expected in the coming months.

BEIJING, March 30 (Xinhua) -- Chinese President Xi Jinping held talks with visiting Serbian President Tomislav Nikolic on Thursday, agreeing to enhance cooperation within the Belt and Road Initiative and the "16+1" cooperation mechanism.

The "16+1" refers to China and the 16 Central and Eastern European countries (CEEC).

The two leaders also agreed to boost progress of their comprehensive strategic partnership. Serbia was the first CEE country to forge a strategic partnership with China

China is willing to work with Serbia to deepen the all-weather friendship and mutually beneficial cooperation, said Xi.

He urged the two sides to maintain high-level exchanges, as well as exchanges between governments, legislatures, political parties, and local governments.

China hopes to strengthen the alignment of the Belt and Road Initiative and Serbia's strategy of reindustrialization, and advance big cooperative projects, such as the Serbia-Hungary railway, said Xi.

He suggested the two sides discuss cooperation in building industrial parks to mutually promote infrastructure construction, production capacity cooperation and industry development.

He also called on the two sides to beef up cooperation in agriculture, biomedicine and renewable energy, and expand exchanges in tourism and culture to reinforce friendship between people of the two countries.

China expects Serbia to continue its role in promoting China-CEEC cooperation to better serve the interests of people of the two sides, said Xi.

Nikolic said Serbian people admire the development achievements of China and hope that China will play a bigger role in international and regional affairs.

Serbia appreciates China's adherence to mutual respect and equal treatment in developing relations with other countries, he said, noting that Serbia will always stick to the one-China policy.

Serbia is ready to enhance pragmatic cooperation with China in infrastructure, production capacity, mining and agriculture, said Nikolic.

He said Serbia will actively participate in the Belt and Road construction, deepen people-to-people exchanges and boost cooperation between CEE countries and China.

After the talks, Xi attended a ceremony awarding the title of "honorary citizen of Beijing" to the Serbian President.

Prior to the talks, Xi held a red-carpet welcoming ceremony for Nikolic.

Nikolic is paying a state visit to China from March 28 to April 1 at the invitation of Xi.

BELGRADE (Serbia), April 12 (SeeNews) - Serbia's agriculture ministry said on Wednesday it has signed a memorandum of understanding (MoU) with Chinese state-owned hydropower engineering and construction company Sinohydro for the development of water infrastructure in the country.

The agriculture ministry and Sinohydro will jointly analyse the state of water infrastructure in Serbia and prepare the necessary studies for potential investments and projects in the sector, the ministry said in a statement.

The MoU follows the signing of an agreement on economic and technical cooperation in the field of infrastructure between Serbia and China in 2009, the ministry added.

In November, the Serbian government signed a 207 million euro ($220 million) deal with Sinohydro's parent Power Construction Corporation of China (PCCC) for the construction of the 19.5 kilometre-long Ostruznicki bridge-Bubanj Potok section of the Belgrade bypass road.

Belgrade most popular destination at Shanghai World Travel Fair

The City of Belgrade won the award for the most popular tourist destination at the recently finished Shanghai World Travel Fair. The award was handed out in Shanghai to Mayor of Belgrade Sinisa Mali. This fair is one of the leading events in the field of tourism in China, Beoinfo reports.

– This is great news for Belgrade and Serbia and a confirmation of our efforts to draw as many Chinese tourists to Belgrade as possible. In the first three months of 2017, there were 100% more Chinese tourists than in the corresponding period of 2016. This is a trend that will continue in the coming months and a good foundation for further efforts. We have recently set up info display stands throughout the city, featuring information in Chinese as well. The website of the Tourist Organization of Belgrade has a section in Chinese and the website of the City of Belgrade will also be translated into Chinese in two weeks – Mali pointed out and added that the City of Belgrade strove to do as much as possible in order to make Chinese tourists feel at home.

He emphasizes that the relations of Serbia and China are at a remarkably high level, all of which contributes to the establishment of strong ties between the two nations.

– Serbia is the only country in Europe to have a visa-free regime with the citizens of China, and we are also working on establishing a direct Belgrade-Beijing route. All this leads to an increase of the number of tourists in Belgrade, not just those from China, but from other countries as well – Mali concluded.

The fair features 750 exhibitors from 53 states, and the number of visitors has been estimated at 50,000.

Chinese investment in Serbia will be 10 bln dollars

Chinese Ambassador to Serbia Li Manchang said that Serbia used the opportunity to improve cooperation with China announcing that the total volume of Chinese investment in the current and announced projects will be 10 billion dollars.

“Some other countries in the Balkans have shown ‘envy’ towards Serbia, which took the opportunity to promote cooperation with China. I think that Serbia has taken the lead in this regard and that other European countries may follow this path,” Li said in an interview for “China Daily”.

It is, as he says, mainly due to the fact that the Serbian leadership understood the importance of the initiative “Belt and road”, and the two sides in 2015 signed a memorandum of cooperation.

Li pointed out that the Prime Minister and newly elected President of Serbia Aleksandar Vucic and the current head of state, Tomislav Nikolic repeatedly stressed that the initiative proposed by Chinese President Xi Jinping 2013 will help the world economy out of stagnation after the global financial crisis in 2008.

“So, a leading Serbian leaders have called for their country to take advantage of the opportunity to find synergies with the initiative,” said Li.

Recalling that the bridge from Zemun to Borca over the Danube is the first Chinese bridge in Europe, Ambassador Li said that the reconstruction of the railway line between Belgrade and Budapest will be the first that the Chinese will work on on the old continent.

This project will start, as is expected, during the year because the European Commission has finished checking the loan agreement.

According to Li, the Chinese companies are currently involved in the construction of highway and power plant in Serbia and the Belgrade bypass.

They are also working to improve facilities for the treatment of waste water and district heating network, a few Chinese companies are competing to win a contract on the project of building the plant, and the total value of the investment is 900 million dollars.

After signing a memorandum of cooperation, the two sides hope to sign a contract until the end of the year so the work could begin the next year, said Li.

China Daily reports words of the Minister of Foreign Affairs Ivica Dacic, Vucic will lead the Serbian delegation at the Forum on International Cooperation “Belt and road” to be held in June in Beijing, saying that it testifies to the importance that our country attaches to the initiative of a global character.

Dacic said that Serbia wants as closer connection with the world and that in this context Serbia wants even greater momentum of cooperation with China in terms of investment in infrastructure so Serbia could become an important regional transport hub, according to the Chinese list.

Chinese interested in Serbian food

Serbia will soon be able to export its food to China. Serbian Agriculture Minister, Branislav Nedimovic is going to sing today a Memorandum of Understanding and Cooperation with the Chinese General Administration of Quality Supervision, Inspection and Quarantine (AQSIQ).

The Memorandum stipulates issuing guarantees relating to safety of food intended for import and export. Prior to initialing the Memorandum, Chinese officials visited several Serbian food companies, including Mitros from Sremska Mitrovica, to see where the food would be coming from.

„Тhe Chinese delegation has visited certain production companies in Serbia and they brought here all the people required to reach an agreement regarding relevant procedures and permits. They said that the standards applied in the companies they had visited were excellent“, the Ministry of Agriculture says.

“The Chinese food market is the biggest in the world. The Memorandum that we are going to sign is important because it guarantees the safety of imported and exported food and it also protects the health of consumers. Ministry of Agriculture is also going to send today to the line Chinese ministry a filled questionnaire that contains risk assessment regarding the export of meat products to China. The questionnaire is a part of the procedure for issuing an export certificate. After they check the questionnaire, the Chinese side is going to send inspectors to those companies which products they are interested in”, the Serbian Ministry of Agriculture explains.

The agreement on importing and exporting is only the beginning. Chinese investors are also interested in acquiring land to build their own processing facilities and export to China. Furthermore, the Serbian officials are going to discuss with their Chinese counterparts the protocols regarding milk, dairy products, and infant formula. Serbia is also interested in exporting other types of meat and pet food to China.

Chinese locomotive arrives in Serbia

SERBIA: The first of two CRRC Zhuzhou locomotives ordered by state electricity generator Elektroprivreda Srbije in April 2016 has arrived in Obrenovac, after being shipped from China to the Romanian port of Constanța then by continuing by river to Sremska Mitrovica.

The 7 MW six-axle CRRC Zhuzhou locomotive with a maximum speed of 140 km/h is built to confirm with European Technical Specifications for Interoperability. It will be used on the dedicated 25 kV 50 Hz electrified rail network which Elektroprivreda Srbije uses to transport lignite from the Kolubara opencast mines to the Nikola Tesla power stations.

The line carries around 25 million tonnes per year, significantly more than the national railway. Trains are currently hauled using Končar Class 411 and Škoda Class 443 electric locomotives, and several types of diesel locomotive are used for shunting. There is also a 5 km network of 900 mm gauge lines.

Serbia takes initiative to future ambitions

The Balkan country sees China's 'new Silk Road' as a means of achieving growth via greater involvement in its home region and across the globe.

Editor's Note: This is the sixth in a series of reports focusing on the development of the Belt and Road Initiative, China's proposed extensive trading route linking Asia, Europe and Africa.
With a population of 7 million, roughly the same as a number of Chinese cities, Serbia will enjoy rapid economic growth, climbing from last year's 2.8 percent to 3.5 percent in 2019, according to the World Bank.

The bank's latest updates suggest the Balkan country's prospects are even rosier than those of the European Union economies, which will average about 2 percent a year.

The promising outlook is partly a result of the country's plan to become a regional transportation hub, which has seen Serbia deepen investment in roads, rails, the expansion of urban infrastructure and even construction of high-tech business parks-similar to the growth engines used in a number of cities in China.

Chinese investors have contributed to the rising level of investment.

"The scale of China's investment in ongoing projects and in the pipeline totals about $10 billion," Li Manchang, China's ambassador to Serbia, said in an exclusive interview with China Daily in Belgrade, the capital.

Li said the developments are mainly the result of the Serbian leadership's recognition of the significance of the Belt and Road Initiative. The two sides signed a memorandum of cooperation in 2015.

Citing Serbia's President Tomislav Nikolic and Prime Minister Aleksandar Vucic, who is also president-elect, Li said they have repeatedly emphasized that the initiative, proposed by President Xi Jinping in 2013, will help the world economy emerge from stagnation after the 2008 global financial crisis.

"So, Serbia's top leaders urged their country to grasp the opportunity to find synergies with the initiative," he said.

Ivica Dacic, Serbia's first deputy prime minister and foreign minister, confirmed that Vucic will head the country's delegation at the Belt and Road Initiative Forum for International Cooperation, which will be held in Beijing next month.

"This speaks volumes about the importance Serbia attaches to this significant initiative of global character," he said.

Nikolic paid a state visit to China earlier this year, following President Xi's visit to the Balkan country in June. He also attended a ceremony in Beijing in 2015 to commemorate the 70th anniversary of the end of World War II and the War of Resistance against Japanese Aggression (1937-45).

Dacic is looking forward to the start of direct flights between Serbia and China, which are under discussion, while special prominence has been given to the construction of a high-speed rail link between Belgrade and Budapest, the Hungarian capital, which will form a pioneering transportation network along the land-sea link between China and Europe.

"This is an opportunity for regional development, the greater sale of goods and the flow of goods and people," he said.

He added that Serbia aspires to have the closest possible connections with the world: "In that context, we want to see even stronger cooperation momentum with China in infrastructure investment to make Serbia the regional transportation hub."

In response, Li referred to several "firsts" in bilateral cooperation. He noted that the first bridge built by the Chinese in Europe is located on the Serbian stretch of the River Danube, and the high-speed railway linking Belgrade and Budapest will be the first on the continent to be built by the Chinese. The project is expected to be started within the year, once the European Commission completes supervision of loan agreements. Moreover, Serbia was the first country to grant Chinese passport holders visa-free entry for stays of up to 30 days.


According to Li, Chinese companies are building highways and electricity generation plants in Serbia, and Chinese investors have already signed a contract with Belgrade's municipal government for construction of a ring road in the city.


Chinese companies are also working to improve Belgrade's wastewater treatment facilities and heating network. Meanwhile, a number of Chinese businesses are vying to win a contract to construct an electricity generation project, which has total investment of $900 million.


China will also help to construct an industrial park covering 300 hectares in its first phase, Li said, adding that having signed the memorandum of cooperation, both sides are hoping to sign an agreement by the end of the year to pave the way for ground to be broken next year.


"Some other Balkan countries have shown 'envy' towards Serbia, which has taken the opportunity of enhancing cooperation with China," he said. "I think Serbia has taken the lead in that regard, and other European countries may follow suit."


According to Branislav Djordjevic, director of the Institute of International Politics and Economics in Belgrade, given the political and economic situation in the Balkans, it is easy to see how important participation in the Belt and the Road Initiative is, not only for Serbia but for all countries in the region.

He said the institute has long been interested in China, but interest really surged after the conclusion of a strategic partnership between the two countries in 2009. Now, great attention is being focused on the Belt and Road Initiative, which consists of the Silk Road Economic Belt and the 21st-Century Maritime Silk Road.

"It is an old truth that prosperity brings peace and stability," he said, adding that the initiative has helped Serbia become more qualified as an EU member. "Since many countries are looking for EU membership, it would be easier for them to be absorbed as economically and politically stable entities. With certain necessary adjustments, combined with the synergies of the Belt and Road Initiative, Serbia could be an engine of progress."

Radosav Pusic, dean of the Confucius Institute in Belgrade, was in full agreement with that view. He said Serbia is a small Balkan country and at critical moments in history, it has been a hostage to fortune.

"When great powers play games, small countries suffer. Belgrade has been destroyed more than 40 times, and we even suffered wars in the 1990s," he said.

The country's economy stagnated for several years after NATO's military action against Serbia ended in the late 1990s, and the 2008 global financial crisis made things even harder. Those difficulties resulted in many young people leaving the country.

Pusic said this is a "historic moment" for Serbia because the country's economic and investment activities with China have become more frequent than ever, thanks to the cooperation framework for the Belt and Road Initiative.

"This is the result of a firmer political and strategic partnership between the countries, which has laid solid foundations for other encounters," said Pusic, a renowned scholar who has written or translated 30 books about classic Chinese literature, poetry and philosophy. He is currently writing a book about the history of ancient Chinese philosophy.

"Against this background, many people in Serbia have shown an interest in the Belt and Road Initiative," he said. "But if it had been raised 10 years ago, recognition would not have been that easy."

Greater efforts will be required, especially on the cultural and publicity fronts, he said.

"The initiative is a concept with tremendous significance, and it offers another perspective to learn more about China. I will do more to help Serbians understand China's traditional culture."

BELGRADE (Serbia), May 11 (SeeNews) – Serbian infrastructure minister Zorana Mihajlovic said on Thursday the government expects to sign road and railway construction deals with a combined value of 3.2 billion euro ($3.5 billion) with China during the upcoming visit of prime minister Aleksandar Vucic to the Asian country.

The government will sign a $700 million deal for the overhaul of the Novi Sad-Subotica section of the railway line connecting Belgrade to Budapest, as well as contracts for the construction of the Preljina-Pozega and Pozega-Boljare stretches of the Bar-Belgrade motorway, Mihajlovic said in a video file posted on the website of Serbian public broadcaster Radio Televizija Srbije (RTS).

In this way, the total value of the infrastructure projects carried out by Serbia and China will rise to 5.6 billion euro, Mihajlovic said.

The overhaul works of the Novi Sad-Subotica section of the Belgrade-Budapest railway line will hopefully begin this year, she added.

Vucic will meet Chinese prime minister Li Keqiang and president Xi Jinping on May 16 in Beijing and will also discuss the privatisation of copper miner and smelter RTB Bor and the launch of a direct Belgrade-Beijing flight, Mihajlovic noted.

BELGRADE (Serbia), May 15 (SeeNews) – Serbian infrastructure ministry said it has signed in Beijing two memoranda of understanding (MoU) with China Road and Bridge Corporation (CRBC) for infrastructure works with a combined value of 2.5 billion euro ($2.7 billion).

The contracts are for the construction of the Preljina-Pozega and Pozega-Boljare stretches of a motorway which will connect Belgrade to the border with Montenegro, and Fruskogorski Corridor, a 123 km-long road in Serbia's Vojvodina autonomous province that will link pan-European transport corridors X and IV, the infrastructure ministry said in a statement on Sunday.

The investment in the two motorway stretches, with a total length of 140 km, is estimated at some 2.1 billion euro, while the cost of the Fruskogorski Corridor project will stand at 400 million euro, the ministry said.

"The construction of the Pozega-Preljina motorway section could start next year and this is an important news. After the signing of the memorandum, we should prepare the needed documentation and we will complete this by the end of the year," Mihajlovic said after the official ceremony for the signing of the contracts, according to the statement.

Mihajlovic said on Thursday the government expects to sign road and railway construction deals with a combined value of 3.2 billion euro with China during the visit of prime minister Aleksandar Vucic to the Asian country.

China's Higer Bus shows interest in joint production with Serbia's Ikarbus - govt

BELGRADE (Serbia), May 15 (SeeNews) - Serbia's government said Chinese bus manufacturer Higer Bus has expressed interest in the joint production of buses with Serbian sector player Ikarbus.

The buses manufactured by the two companies would be exported to the Western Balkans, the Serbian government said in a statement on Sunday.

The Serbian government is ready to subsidise the partnership, which has good prospects as the market of the Western Balkans is expected to grow, Serbian prime minister Aleksandar Vucic said after a meeting with the managers of the Chinese company in Beijing.

In April, Serbian public broadcaster Radio Televizija Srbije (RTS) said Chinese bus maker Yinlong placed a 10 million euro ($10.9 million) bid for the purchase of a 51% stake in Ikarbus and committed to investing additional 30 million euro in the company.

In February, the Belgrade city authorities said that urban transport company GSP signed 8.5 million euro agreement for the delivery of 30 low-entry buses with Ikarbus. The bus maker owes 14 million euro to banks.

China's Hengkang eyes Serbia's RTB Bor privatisation

BELGRADE (Serbia), May 15 (SeeNews) - Serbia's government said Chinese diversified holding Hengkang Group has shown interest in the privatisation of copper miner and smelter RTB Bor.

Serbia plans to provide serious support to RTB Bor's buyer, prime minister Aleksandar Vucic said during a meeting with representatives of Hengkang Group in Beijing, as quoted in a statement by the government on Sunday.

Hengkang Group has also expressed interest in investments in the air transport sector and the trade of healthcare equipment in Serbia, the government said.

Vucic has invited representatives of Hengkang Group to visit Serbia and also explore the opportunities for investments in medical tourism and construction of hospitals.

In November, Serbia's economy ministry said the government is trying to strike a deal that will allow a big Chinese company to enter RTB Bor, as was the case of steel group Zelezara Smederevo.

China's CRBC to build industrial park in Belgrade

BELGRADE (Serbia), May 15 (SeeNews) - Belgrade mayor Sinisa Mali has signed in Beijing a cooperation agreement with China Road and Bridge Corporation (CRBC) for the construction of an industrial park in Serbia's capital, the Belgrade city government said.

The industrial park will be located on the left bank of the Danube river, near the Pupin bridge, and the project will open thousands of jobs, Mali said, according to a statement issued by the city government on Sunday.

At least ten companies from China and other countries will set foot in Serbia as a result of the project, Mali said.

Serbia hopes to sign financing deal with China for Preljina-Pozega motorway in Nov

BELGRADE (Serbia), May 16 (SeeNews) - Serbian infrastructure minister Zorana Mihajlovic has said she expects to sign the contract for the financing of the construction of the Preljina-Pozega section of Belgrade-Bar motorway in November.

The financing agreement will be signed during a meeting between representatives of China and 16 central and eastern European countries due to take place in Budapest in November, Mihajlovic said on the sidelines of a meeting with officials of China Road and Bridge Corporation (CRBC) and China Communications Construction Company (CCCC), according to a statement issued by the infrastructure ministry on Monday.

Thus, the construction of the motorway section can begin next year, Mihajlovic added.

China's Huawei to start offering Smart City solution in Serbia

BELGRADE (Serbia), May 15 (SeeNews) - Serbia's government said Chinese telecommunications equipment and services company Huawei plans to start offering its Smart City ICT solution in Serbia.

Huawei has also proposed to the Serbian government the possibility of delivering its eGovernment Cloud Solution, which would combine the data and telecommunication infrastructure of all governmental institutions, the government said in a statement on Sunday following a meeting of prime minister Aleksandar Vucic with Huawei officials.

At the meeting, the Serbian government and Huawei signed a strategic partnership deal for the joint development of information and communication infrastructure in educational institutions.

Huawei’s Smart City Solution incorporates cloud, network, and platform technologies to sense, analyse, and converge key data from city operations and management systems so that managers can intelligently respond to a variety of governance, livelihood, and business needs.

Serbian Chamber of Commerce opens offices in China

BELGRADE (Serbia), May 10 (SeeNews) - The Serbian Chamber of Commerce said it has opened offices in Beijing and Shanghai to support companies wishing to set foot on the Chinese market.

The offices were opened with the support of Chinese partners, who have provided the complete infrastructure for them, the Chamber of Commerce said in a statement on Tuesday.

The economic cooperation between Serbia and China is getting more and more successful but great opportunities exist for developing economic ties further, particularly by attracting Chinese investments and modern technologies and increasing Serbian exports to the Chinese market, the president of the Chamber of Commerce, Marko Cadez, said in the statement.

During a visit to Beijing, Cadez held meetings with representatives of Chinese companies Tebian Electric Apparatus (TBEA), Kerui, Gezhouba, Huawei, China Power, China National Tobacco Corporation (CNTC) and Liten Group, according to the statement.

Serbia's imports from China rose to 1.604 trillion dinars ($14.2 billion/13 billion euro) in 2016 from 1.54 trillion dinars in the previous year, while exports rose 27% on the year to 2.8 billion dinars, data from the country's statistical institute showed.
