China in spotlight of Serbia's tourism development plans
Xinhua | Updated: 2017-02-24

BELGRADE - For the first time, China took part in the International Tourism Fair in Belgrade which opened here on Thursday.

Serbian officials and tour operators saw this as another signal, along with visa liberalization and possible direct flights, that the number of Chinese tourists to Serbia could soon increase notably.

Tourism fair takes place for the 39th time at the Belgrade fair under the slogan "Enjoy in time" with 1.100 exhibitors, local, regional and international tour operators, tourist associations and organizations, hotels, tourist centers and airliners from 56 countries from February 23 to 26.

It was officially opened by Serbian Prime Minister Aleksandar Vucic and Rasim Ljajic, minister of trade, tourism and telecommunications.

Speaking at the opening of the fair Vucic said that last year Serbia profited more than 1 billion euros ($1.06 billion) from tourism because it managed to realize that it had underestimated its potentials in the past and decided to change this.

One of the strategies, according to him, is to attract more visitors from China.

Chinese tourists

"In 2016 the number of Chinese tourists increased by 29 percent. We expect more of them because I expect that one Chinese airliner will soon establish a direct flight from Belgrade to Beijing.

"This will mean, along with the visa-free regime, a huge number of tourists," Vucic said.

Vucic said Serbia plans to make arrangements with neighboring countries such as Montenegro and Hungary to present a joint tourist offer to Chinese tour operators.

Ljajic noted that the Belgrade International Tourism Fair has grown into the biggest tourism fair in the region and stressed the importance of having China and Russia for the first time as participants.

"For the first time at this fair, we have China and Russia presenting their tourist offers which will significantly contribute to better cooperation and attracting tourists from these great markets to Serbia," Ljajic said.

In an interview for Xinhua, Liu Cheng, director of the Budapest branch of the China National Tourism Administration, said that the branch was founded in March last year in Budapest to promote China as a tourist destination among central and eastern European countries, and to establish tourist connections between China and CEE countries, including Serbia.

"These years we have seen a rapid growth of Chinese outbound tourists to CEE countries, with an annual number of 800,000 tourists," Liu said.

"Among these countries, Czech Republic is the most popular one. Well, we don't see many Chinese tourists in Serbia, However, it grows by 20 percent to 30 percent every year," Liu said, reminding that Serbia and China implemented visa liberalization in January, which is really good news.

"A problem remains that Chinese people don't know much about Serbia. They may know Belgrade or former Yugoslavia, but they don't know what to see, what to do or what to buy here.

"I think it's important that Serbia promote itself in China so that Chinese people will get to know more about this country and, gradually Serbia will become a popular tourist destination," he concluded.

Preparing for more tourists

BIljana Radulovic, director of "Top Tours" tour operator, says that her company made the first attempt to cooperate with Chinese tour operators on bringing tourists to Serbia, by printing a brochure which was presented for the first time at the international tourism fair in Shanghai last November.

"In the brochure made for our potential business partners, we presented Serbia and its capital Belgrade, but also regional countries and established two guaranteed routes (that will operate even if a single passenger is present) - 'Memory of the Balkans' and 'Balkans without Borders'. We proposed our Chinese partners to visit all of our neighboring countries," she said.

Radulovic explained that the company analyzed the market to study preferences of Chinese tourists before it decided to present its offer to Chinese tour operators, and that the key motivation for that was the liberalization of visa regime between two countries.

"We made the first attempt to attract Chinese tourists five years ago, but at that point procedures for Chinese tourists to get visas were too demanding so we put the project on hold until recently when visa liberalization between China and Serbia gave us a new motivation," she recalled.

"We expect results. Serbia is a new destination, and we have the support of the business environment as well as the ministry in charge of tourism," Radulovic said, adding that she expects to establish cooperation with partners from China.

Meeting Chinese requirements

Milica Cubrilo, secretary for tourism in the Serbia's Chamber of Commerce and Industry said that Serbia has to offer a lot to tourists.

These include capital Belgrade with its surroundings, mountain resorts, spas, numerous festivals and a tradition worth getting to know.

Cubrilo said that hotels, restaurants and tour guides as well as others engaged in tourism have gradually started to adapt to the requirements of Chinese tourists.

"Having in mind that China is very far away from here, we made joint programs with our neighbors that have a complementary offer with Serbia, which is Montenegro, as the beginning.

"Our tour operators made a brochure with seven joint programs focusing on active vacation in nature together with Montenegrin tour operators and these will be offered to Chinese tour operators so they could include them in their offer at the upcoming tourism fair in Shanghai," she told Xinhua.

In 2016, some 43,000 Chinese tourists came to Serbia which is not a big number having in mind the size of China, but for Serbia this is encouraging because in 2011 only 12,000 tourists from China visited Serbia, she said.

"We hope that the visa free regime, possible establishment of a direct flight, joint presentation with our neighbors as well as strengthening of regional cooperation in Central and Eastern Europe will have an influence on Chinese tourists to perceive this region as more attractive than in the past," Cubrilo said.

Miodrag Popovic, director of the Tourist Organization of the City of Belgrade, told Xinhua that Chinese tourists are just as any other international visitors when it comes to the presentation of tourist destination, but in order for them to be satisfied, some special attention is still required.

There are differences when it comes to Chinese tourists only when it comes to some cultural aspects, he said.

"A research has provided us with information about what interests Chinese guests most, how they need to be treated - from the most banal such as to avoid everything connected to the number four, to more serious issues, such as that one needs to have Chinese food for guests who stay longer, together with domestic specialties that they may wish to taste.

"Chinese guests also like to take photos and we need to provide them with enough places to capture their memories on photos," he said.

"Preparations are ongoing in Belgrade hotels, restaurant and all those related to the sector of services and other sectors related to the tourist offer - for the arrival of Chinese guests," Popovic said.

There are lot of things to see in Serbia. Serbia is a place with great historical heritage. 17 Roman emperors and 1 Caesar were born in territory of today Serbia, it is the second largest number of Roman emperors from one country, after Italy itself. Today there is the "The cultural route of the Roman emperors". Some of the largest European fortresses are in Serbia. Pertrovaradin fortress, Kalemegdan fortress, Smederevo fortress, Nis fortress, Golubac fortress..... Interesting fact for example is that Belgrade has been fought over in 115 wars and razed to the ground 44 times (which is a record :D).

But today it looks like this:

There are also many medieval monasteries and churches. The Mileševa monastery’s “White Angel” fresco was one of the first scenes presenting Europe to the North America in the first satellite transmission of video signal between two continents in 1963.

And there are some interesting museums in Serbia. My favorites are: National museum (Belgrade), Nikola Tesla museum(Belgrade), Military museum (Belgrade), Museum of Aviation(Belgrade) and Old Foundry Museum(Kragujevac).

And Serbia is a country with a lot of sites of outstanding natural beauty and natural marvels.

Other thing Serbia is famous for is nightlife. According to many, Belgrade is considered as a city with a best nightlife in Europe.

Also there are numerous music festivals in Serbia. The most famous ones are EXIT and Guca.

The visit by the representatives of the Chinese company represents a continuation of military technical cooperation of the two countries. Both sides reconfirmed their interest in the cooperation that would in the period to come be rendered concrete in the form of joint projects in the field of research, development and production of the arms and military equipment.

The meeting was also attended by the Ambassador of China in Belgrade, Mr Li Manchang.

Thank you , my friend, for comprehensive introduction. Serbia indeed looks like an exciting place to visit, especially for upscale cultural tourists.

How about public safety in the country?

.
How about public safety in the country?

Serbia is perfectly safe for tourists. The most dangerous thing tourist in Serbia can expect is some pickpocketing, or being overcharged by a taxi driver. Attacks on tourists in Serbia, are quite rare, literally a few years in between each. Of course there are fools everywhere, But even in Belgrade, you can walk through the whole city in 3 AM, without being afraid that someone might attack you. Especially tourist from China have nothing to be afraid in Serbia. There are already thousands of Chinese people working in Serbia, and Serbs generally have friendly feelings towards China. I literally never heard that someone from China was attacked in Serbia. There is also no danger from terrorism in Serbia.

Serbs are generally friendly towards tourists. If you need any kind of info, directions.... don't be afraid to ask, most of young people speak english.

You can find a lot of experiences of other foreigners who visited or lived in Serbia on Charles Cather blog. He is American who moved to live in Serbia, and he often post stories about other people experiences in Serbia.

Serbia’s British Friend(This guy actually spent 3-4 months to walk across Serbia)
Did you ever feel threatened or in danger?
I never really felt threatened or in danger, even in small Kafanas in the middle of god knows where surrounded by big, burly Serbian guys. The biggest issue with regards to safety to me was the packs of wild dogs. They were always a concern when I was walking in the mountains or sleeping out at night.

What i can worn you about is football hooligans, you can end up in danger if you go to Red Star - Partizan derby. Nobody will attack you because you are a tourist but you might end up caught in between opposing fans, or fans against police fight. Example:

Also you can look through Tripadvisor reviews. For example Belgrade tours:

Same with Serbian people, I think we hold a special regard to Serbia from the years of Yugoslavia.

Chinese firm starts works on Serbia's highway
Xinhua, March 2, 2017

China Communications Construction Company (CCCC) started construction works on a segment of Serbia's E-763 highway on Wednesday.

The Surcin-Obrenovac segment is 17.6 km long. The opening ceremony was held at a construction site near Obrenovac, which was attended by both officials and local citizens.

"I promise that we will invest all technical and management capacities of our company in order to finish this project as fast as possible, adhering to all standards," said Lu Shan, overseas executive general director of the CCCC.

Lu reminded that the commercial contract for the construction was signed on June 18, 2016 during the visit of Chinese President Xi Jinping to Serbia.

Once finished, the Surcin-Obrenovac segment will connect Belgrade's E-75 highway and the newly-built E-763 highway, enabling transport from Belgrade to Obrenovac and further towards Montenegrin border.

Serbian Prime Minister Aleksandar Vucic and Chinese Ambassador to Serbia Li Manchang also were present at the ceremony.

Chinese ambassador thanked Serbian people for their firm support to the Serbian government to further develop ties with China and expressed hope that Chinese companies will be appointed to construct the remaining part of the new highway.

Vucic replied to ambassador Li that the highway project is of vital importance to Serbia and suggested that the two countries could complete it together if Chinese side offers even more favorable terms for cooperation.

According to the Chinese company, the construction of the highway segment will be completed in 36 months.

China's CRBC prepares to start building industrial park in Serbia

BELGRADE (Serbia), March 1 (SeeNews) - Serbia's agriculture ministry said on Wednesday that China Road and Bridge Corporation (CRBC) has started preparations for building an industrial park in the country.

The project for the construction of an industrial park in Serbia will be financed by the Chinese government and results will be visible by the end of the year, the agriculture ministry said in a statement.

A major portion of the park will be reserved for the agricultural industry, the ministry added. It did not say where the industrial facility would be built.

The Serbian government aims to attract Chinese companies to the project, in order to encourage the export of agricultural products to China, it added.

Serbian agriculture minister Branislav Nedimovic held a meeting on Wednesday with the president of CRBC, Lu Shan, to discuss the construction project.

In December 2015, CRBC signed a memorandum of understanding with the Serbian government for the joint construction of an industrial park.

CRBC is building the Bar-Boljare motorway in Montenegro, part of pan-European Corridor XI, a ferry/motorway corridor linking Italy's Bari to Romania's Bucharest via Montenegro's Bar port and Serbia's Belgrade.

‘Novi Sad 2021’ Promoted at the Tourism Fair in China

Earlier this year, ‘Novi Sad 2021 – European Capital of Culture’ project was presented at two important tourism fairs – in Belgrade, as the biggest tourism fair in the region, and at one of the most important tourism fairs in China – GITF 2017 fair, which was held between 23 and 25 February in Guangzhou, the capital of the Guangdung province.

The promotion of the ‘Novi Sad 2021’ project at the Tourism Fair in China was held thanks to a successful cooperation with the Tourist Organisation of Vojvodina, which presented tourist offers of both Vojvodina and Serbia at the GITF 2017 International Tourism Fair.

The conference of Balkan countries on the topic of tourist offer of the Balkans was held during the GITF 2017 fair. This conference briefly presented the countries of ex-Yugoslavia. Nataša Pavlović, the manager of the Tourist Organisation of Vojvodina, presented the key tourist products of Serbia and Vojvodina. Two of these are the tourist offer of Novi Sad as the European Capital of Culture in 2021, and the EXIT festival, as one of the best music festival in Europe.

Presentation of tourists potentials in China is very important, since the Republic of Serbia enabled visa-free regime for the citizens of China. Furthermore, a direct air line should be established later this year. It was previously arranged for the Chinese national television to visit Serbia in order to prepare promotional TV spots that will present tourist potentials of both Serbia and of Novi Sad to their viewers.

We would like to remind that earlier this week, in the Embassy of the People’s Republic of China, several capital infrastructure projects were presented to Chinese investors. These projects are planned to be implemented in Novi Sad in the following years. A significant part of the promotion was dedicated to the ‘Novi Sad 2021’ project and perhaps the most important infrastructure segments of the project – adaptation of the Suburbium of the Petrovaradin Fortress, and construction of the future Youth Creative Polis in the so called Chinese Quarter.

Serbia is close to selling RTB Bor to Chinese mining group

BELGRADE (Serbia), March 6 (SeeNews) - Serbia's economy ministry is close to signing an agreement for the sale of copper miner and smelter RTB Bor to one of the largest Chinese mining companies, according to Serbian media reports.

The government is in intensive talks with Chinese companies for the privatisation of RTB Bor under a model similar to the one used in the sale of Serbian steel mill Zelezara Smederevo to China's Hesteel in 2016, public broadcaster Radio Televizije Srbije (RTS) quoted unnamed sources at the economy ministry as saying on Monday.

On Friday, Serbian daily Blic quoted the state secretary at the ministry, Milun Trivunac, as saying that the government expects to have good news about the privatisation of RTB Bor after the official visit of Serbian president Tomislav Nikolic to China, to take place before Nikolic's term of office expires in May.

In January, RTB Bor called a tender for a consultant to advise the company on a project for attracting a strategic investor. The consultant will be in charge of the preparation and execution of transactions with potential investors.

In July, a Zajecar court approved the restructuring plan of RTB Bor allowing the write-off of 90% of the company's unsecured debt. Under the plan, the remaining 10%, or 300 million euro ($317.6 million), will be paid back over the next eight years with a one-year grace period, and the secured debt will be converted into equity.

Serbia says Russian, Chinese, European firms interested in Belgrade airport concession

BELGRADE (Serbia), March 8 (SeeNews) – Several companies - from Russia, China and Europe - are interested in concluding a 25-year concession deal for Belgrade airport Nikola Tesla, Serbia's transport minister Zorana Mihajlovic said on Wednesday.

The first pre-qualification round of the concession tender, launched in mid-February, has been extended by two weeks to allow more companies to participate, Mihajlovic announced in a statement published by the government.

Following the conclusion of a concession deal, the airport's assets will remain in state ownership, she added.

Russian media recently reported that airport holding and management company Airports of Regions is interested in bidding for the Belgrade airport concession.

Airports of Regions' parent holding is Renova Group, owned by Russian tycoon Victor Vekselberg. The company operates airports in Yekaterinburg, Samara, Nizhni Novgorod and Rostov-on-Don.

In February, Serbia's government said it is inviting bids for a 25-year concession on Belgrade Nikola Tesla international airport. Eligible bidders must not own more than 20% interest in the concessionaire of an airport, which has served more than one million passengers at any point in time over a twelve-month period starting from January 1, 2016.

Last year, Belgrade airport served 4,924,992 passengers, up 3% on 2015 and slightly below its target of 5 milion.

Six Chinese companies interested in processing meat from Serbia – Export agreement in May

Minister of Agriculture Branislav Nedimovic announced on Sunday, March 12, that an agreement would be signed in May in China, enabling the export of meat from Serbia to that market, as well as that six Chinese companies were interested in processing meat from Serbia.

– We have three certified facilities for the export of beef and lamb to China. I will go over to China in May to sign an agreement with the state Food and Drug Administration – Nedimovic said to the press in Lucani.

The agreement will create conditions for the meet produced in Serbia to be exported to China, Nedimovic emphasized.

He said that Serbia had certificates for the processing industry and that bigger subsidies for the raising of sheep and cattle were given for that reason.

– We want to increase our livestock count – Nedimovic said.

He said that Serbia wanted to expand its range of products beyond lamb and beef to milk and dairy products, as well as to open new possibilities of fruit and vegetable export.

He said that the biggest Italian beef processing company was interested and that it would arrive to Serbia in late March.

– They are interested in raising a meat packing factory in Serbia and the construction of three meat collection points. They plan to develop a cow-calf system in central Serbia – Nedimovic said.

The minister added that it was the only way for the Italians to secure sufficient amounts, as they traded with 70 countries, as well as that the agreement Serbia would sign with China and the free trade agreement with Russia were important to them for that reason.

Representatives of twelve Chinese companies visit Krusevac

Representatives of 12 Chinese companies, operating in Serbia and the region, with the Chinese Ambassador to Serbia, Lee Manchang at their helm, met with the local authorities in the town of Krusevac and several local companies to discuss a potential cooperation in the segments of infrastructure, thermal energy, green energy, arms production and tourism.

“I brought with me twelve companies that operate in various business segments. We had great meetings, and our companies have expressed interest and a wish to initiate the cooperation with the Krusevac authorities”, the Chinese Ambassador said.

Following the establishment of the first official contact, the Ambassador expects further exchange of information to take place and for the partners from Krusevac to present the projects they believe might be implemented in cooperation with the Chinese companies.

“Around 20 big Chinese state companies currently operate in Serbia, and the number of privately owned ones is even bigger. Around USD 3 billion has been invested in Serbia. Last year, Hesteel invested USD 130 million in equipment alone in Smederevo, and the company will invest another USD 120 million in 2017. We expect this to be a year of large investments”, Manchang said.

The Chinese companies that visited Krusevac on 15th March operate all over the world, producing equipment for thermal power plants, building infrastructure, roads, bridges, industrial zones, railway infrastructure, and working in the field of green energy. The Chinese delegation has also visited the facilities of the Rubin factory, Fabrika Maziva, Tehnogradnja, as well as the Ribarska Spa.

BiH and Serbia cooperate to attract Chinese Tourists

Rasim Ljajic, Minister of Trade and Tourism of Serbia said that Serbia together with BiH and Hungary is working on a tourism program which aims to bring Chinese tourists.

“Chinese tourists rarely visit only one country and that is why we are making tourist programs. With Montenegro, we have made seven such tourist programs, now we are working with Hungary and BiH, with intention to bring some number of tourists in Serbia – Ljajic said for Sputnik.

He emphasized that Serbia is trying to join the offer with other countries in the region, because during their trip, Chinese tourists want to visit two or three countries.

Ljajic pointed out the advantage of Serbia’s visa-free regime with China, and if a direct air service between Belgrade and Beijing could be opened, it would create prerequisites for attracting Chinese tourists.

Ljajic added that Hungary progressed in the cooperation due to existence of a direct air line from Budapest to Beijing.

“We are now working with the Hungarians because Serbia has a visa-free regime and they have a direct flight”, explained Ljajic. He stressed that each country is struggling to attract Chinese tourists as they are, except being the most numerous, are paying well.

He stressed that each country is struggling to attract Chinese tourists as they are, except being the most numerous, are paying well.

“In Western Europe, Chinese tourists spent on average 1,600 Euros, in other countries a little less, but in any case they represent tourists that every country would like to host” added Ljajic said.

Great. As part of the OBOR, Central European countries/Balkans are receiving lots of investment. I know some Western Europeans are wary of this but China has no intention to undermine European Union integrity.
