The results from a global exam that evaluates students’ reading, science and math skills are in and, once again, Chinese students appear to be reigning supreme while American students continued to underperform.

But before you shake your head ruefully and scoff at the decline of Western-style education, take a look at how the data is organized.

The OECD’s Program for International Student Assessment (PISA) exams are held every three years. Coming first and third respectively in the 2012 exams are the Chinese cities of Shanghai and Hong Kong.

However, China is uniquely not listed as a country in the rankings — unlike the U.S., Russia, Germany, Australia and other nations judged on the basis of their country-wide performances. Instead, China only shares Shanghai’s score with PISA. (Hong Kong, a Special Autonomous Region of China, sends its own data.)

Shanghainese and Hong Kong students are much better educated than those elsewhere in China. Slate quoted the Brookings Institution’s Tom Loveless as saying that “About 84 percent of Shanghai high school graduates go to college, compared to 24 percent nationally.” In addition, Loveless points out that affluent Shanghainese parents will spend large sums on extra tuition for the children — paying fees that far exceed what an average worker makes in a year.

By not providing full national data, China is in effect cheating.

As Loveless noted earlier this year, Shanghai’s test scores “will be depicted, in much of the public discussion that follows, as the results for China.” He added: “that is wrong.”

All of a sudden, rote-learning doesn’t look like China’s secret weapon.

For the longest I have said here, image is everything for the CCP and that they fudge stats and outputs on everything to float a positive image.

I have said that these IQ and education scores are fudged. Meet a chinese outside china where we have a open free society and the see how they do as a group.

This is junk media at its best. Americans, like Indians, are butthurting that China came up top.

In PISA test, there is no such thing as "national data." Every country selects the strongest state/city to carry the country's flag. US is represented by Massachusetts, the best state for education. Yet US high school kids couldn't break into top 10.

PISA tests are a joke when compared to IIT or IIM entrances in India.

There's no such thing as "national data" in PISA test.

stop the press ! . The chinese guy says it is junk... that's it. It not junk because China claims PISA as a china score when it pushes its meme. so do you guys here.

the point is only few countries participate with few states while most have overall country participation. china uses those PISA to project that it is China's score and not just one city from the mainland.

who care that kind of ranking. to much politics behind the scene!
if indian like to be number 1, go ahead and say indian is number one. don't need to base on western ranking system. that's ok.
the reason is because all human beings are equal. no discrimination of race, countries... it is just a matter of education. and education is not permanent, we can change them
 
Does the same china logic work for their IQ BS claims as well, like collect 10 of their smartest kids and test on them and claim as the result of the whole 1.4 billion chinese's IQ?
 
The year I wrote PISA Canada was ranked the highest it ever was. Co-incidence? I think not.

Previous PISA ALL countries sent only selected states, this time around there was country representation, but still Chinese CCP did not want to display how dumb Chinese were so sent only Shanghai students.

You have confused "Indian" with "Chinese," now it's clear who's trait that is? Only 3 states represented US.
