as for launching SLV, its just a matter of priorties, Pakistan will have no difficulty to launch a SLV if establishement ask them to do so.. if i am not wrong Pakistan showed a SLV model in early 2000's but earthquack, terrorism, floods, power shortage left us with zero to no resources for this project..
