I think you need to make a different between an Ethnic Han or a Chinese National. US take care of US National. And the Middle Kingdom take care of its National. So far Middle Kingdom has done very well to take care of its National.

In fact China did a better job of evaluating its citizens from Libya then United States even thought China has far more people in Libya. Also China did more for its citizen during the Wenchuan earthquake then United States did for its Katrina Citizen even though the scale of Wenchuan was a thousand times bigger.

Does the Kokang has myanmese citizenship? Or are they stateless because British annex the area. This is something I need further research on and need to verify.
