I guess the SCO is a useful platform to enhance anti-terror cooperation, especially in terms of intelligence sharing and border control.

But obviously China may be doing more than this as there are two fronts to fight terrorism and extremism: Home and abroad.

At home, economic development, effective national secular education (with a total ban on traditional education), and spread of social welfare and popular culture are among those steps needed to be taken.

Abroad, international cooperation, covert-operations against key figures, effective media campaign against the countries proved to be providing material and ideological support to terrorism (Turkey, Saudi Arabia, etc.), using certain punitive methods (economic sanctions) toward those sponsors of terrorism etc.

So you can never eliminate these terrorist elements entirely unless you eliminate it's root, which lies outside of Pakistan.
