It is the fastest operational cruise missile, capable of operating at Mach 3.0 speeds. So speed would be a big advantage and it would mean any Chinese naval ship getting close to 300 km of the missile would be within striking distance. Plus with the Kilos coming from Russia it would provide them with a adequate deterrence.
