Back when I lived in Pakistan, I always wondered how US deals with hurricanes since even a small storm in Pakistan and India can cause massive flooding.

Flooding even in hurricanes in US is pretty rare and that's because almost every street is required to have good drainage which does not exist in many places in Pakistan and India. Hence even small storms can cause flooding to build up very quickly in South Asia while large hurricanes are generally not a concern in US because of adequate drainage systems.
