Yes you are absolutely right that weapons are in the bays. But i didn't get the point.
They like to slow down whatever progress Turkey makes in its effort to be more self sufficient.The problem I have in mind is not technicality, it is legality of the issue. I think you should take a special permission from the US if you want to integrate your own equipment. For example Israel took one such permission. I wonder if we took such a permission, otherwise the US might decide to be a jerk when we need to do it.

Absolute right. Same is for Kongsbergs JSM.
But you afaik you can test them, if you can integrate them in the planes systems. I guess it was Turan Oguz, not sure now, who wrote you have to make the planes systems believe that its e.g. Sidewinder and not its Turkish "clone". It was related to Turkish Phantoms and F-16s.
Turkish air to air missiles are similar to sidewinder and amraam. So i don't see a problem.
