That's because Reliance technicians forgot to put the seal strip back on one of the trains after maintenance, thus causing the leakage on that train. This is also a heads-up for any future Indian HSR, no matter what technology it chooses, it's gotta prepare a pool of responsible technicians, otherwise incidents will happen due to negligence.
on topic though, it seems China is awarded the contract after all flip flops. The Japanese government is certainly pissed off badly. This again reminds us of the immaturity in the southeast asian market.
