I am really not surprised. A couple months ago, a female Japanese tourist was gang raped in broad daylight, in front bystanders who did nothing. The last country for any woman tourist (especially if travelling alone) would be India by a long shot ...

This is no excuse for India's horrible rape problem and these are certainly not "few small incidents". Foreign tourists (don't even mention local women) have been raped in broad daylight!
