Yes, I don't think any country manufactures LCD panels outside Japan-Korea and China. Even China does not lead in this space. US has a very negligible presence.

India simply imports LCD panels for the mobile phones 'manufactured'. Only 12% value addition in 'Indian' mobile phones. This will likely improve the value addition done in India meaningfully.

Correct me if I am mistaken but that kind of amount is needed only when you setting a high end fab that can produce latest gen chip. Here they are most likely starting with low end chips which don't require that much investment. Again I might be wrong

The dearth and the value addition is in the semiconductors which are in mass market products. These do require, not the highest, but certainly the higher end of fab production to be PROFITABLE.
Its pointless making the low end products with marginal profitability as the current crop of manufactures already working on thin margins. You CANNOT compete with these established manufactures as their large scale production facilities and investments which are already in place and have been for decades.
You have to jump into the space where there is a fast rising demand and a dearth of production.
Having said that, the semiconductor ecosystem is truly vast, not just in the manufacture of semiconductors but the vast ancillary system that sustains manufacture of semiconductors
I fear India is just not entrepreneurial enough to see the niches and act in time.
Sadly this applies to all manufacturing in India.
