BREAKING: Senior bureaucrat Rajiv Mehrishi will be new home secretary, LC Goyal resigns

Experience is also a qualifier, Competency is a bigger qualifier. Age is a minor dis qualifier.

Considering the timing of this, I am guessing even LC Goyal did not know of this.He would have been caught offguard.

Senior bureaucrat Rajiv Mehrishi was appointed as the new home secretary on Monday. Mehrishi, who was secretary, department of economic affairs, ministry of finance will replace LC Goyal.

Goyal, a 1979 batch IAS, had sought voluntary retirement from government service due to personal reasons which was approved by Prime Minister Narendra Modi.

However, Goyal's decision to seek voluntary retirement two years ahead of his scheduled retirement from the government service has raised quite a few eyebrows.

Sources have told India Today that there were many reasons behind Goyal's decision to seek early retirement.

1. The decision to remove Goyal from the post was taken immediately after the National Security Advisor (NSA)-level talks between India and Pakistan were called off. The high-level dialogue, which was scheduled to be held in New Delhi on August 23, was suspended following an ugly war of words between the leaders of the two neighbouring nations. While Pakistan blamed India of setting pre-condition for talks, India made it clear that terror should be the prime agenda for any dialogue to take place. New Delhi had also objected to Islamabad inviting Hurriyat for talks ahead of NSA meeting.

2. The government is also said to be miffed with Goyal after reports emerged in the media that the home ministry was not consulted over the Naga peace deal. The PMO was particulary upset with some media reports which claimed that the home ministry was not even provided with a copy of the peace accord.

3. The government was also said to be unhappy over Goyal's way of handling things in his department. Goyal reportedly had no control over joint secretaries which irked the government further.

4. By removing Goyal, the Modi government has sent out a clear message to bureaucrats that they will need to work according to the prescribed role and agenda set by it.

1. What was the role of home secretary in this? or he has been sacrificed for someone else's faults.
2. Why the govt. did not involve its own home secretary in one of the most important tasks like Naga peace deal? or was it a fake report?
3. If Goyal was unable to control his sub ordinates then how did he reach to this position, supposedly one of the highest ranks for an IAS officer? or were the juniors being politicised?
4. How many more top officials be removed unceremoniously like the Home and Foreign secretaries to give this message?
Bureaucracy is the back bone of nation's governance.Any attempt to break this will be futile in the long run.

1/2. Now former Home secretary was probably a political appointment by Congress and was kept aloof of the deal so as to not leak the critical information to congress/media thus creating a setback to peace accord.

3. More realistically his promotion was undeserved and was a reward for loyalty to Gandhi Family and such people are seldom respected by subordinates.

4. Such firings are necessary to weed out incompetent bureaucrats and to send a strong signal to bureaucracy that perform or perish. Bureaucracy has become a millstone around India's neck due to large scale involvement in corruption/nepotism/boot-licking of their political and corporate patrons. The fat has to trimmed.

We should have faith in Government of the day.Bureaucrats are not responsible for meeting our expectations, they are just a tool.

Weed out all bureaucrats who don't fit in scheme of things.Resent shouldn't be tolerated. If it was for bureaucrats to run the country then why did Indian electorate replaced MMS with Modi ?? They need to work in sync with incumbents government not against it.


@Spectre , Goyal wasn't Sonia's appointed HS. He was appointed 7 months back by NDA itself.

Any classified information can not be leaked and if done its punishable by law.
If Goyal was a political appoinment then so is Mehershi. whats the difference. The same congress had appointed RK Singh as home secretary and soon after his retirement he joined BJP and became a LS MP. So much for being gandhi loyalist. The new govt. always has the right to transfer bureaucrats and could have handled bureaucracy more sensitively.
Both foreign and home secretaries were appointed by giving extension on the last day of the retirement. Such senior and sensitive positions should be handled with maturity. If fat has to be trimmed its better to let people retire and use their services in advisory capacity.

Oh Bhai, you are making a lot of assumptions, I am stating for record that if Govt outed HS for incompetence/corruption then Good Govt, if he was outed for any other reason then Bad Govt!

Good Points, I agree with all of them but the last one about letting incompetent (fat to be trimmed) people retire and use their services in advisory capacity. They should be fired
