Brahmos said to have a range of 550-600 km range at an elevated altitude, maybe they are taking that into account. Then it makes perfect sense.

Yes, basically it will replace the Klub S missiles, that IN currently uses from Kilo subs as well as from their surface vessels. It also will be a future choice for Scorpene subs, Nerpa or any other sub in the fleet for anti ship and land attacks. That's also why this version might attract more interest from the Russian side as well, since it is more capable than the Klub, but offer similar load advantages on different applications.

The reports say that the payload will remain around 300Kg, so my guess would be fuel mainly. With 1t less weight, you need less fuel to reach the same range, just as smaller size and weight should also increase the speed.
