A down-to-dusk hartal will be observed by the main opposition BNP and its allies all over the country today.
This is the first hartal (general strike) called by the opposition since the Awami League (AL)-led grand alliance voted to power in early 2009.
Tension was prevailing in Dhaka city and elsewhere in the country as police arrested thousands of leaders and activists belonging to mainly BNP from the city and different parts of the country while some associate organisations of the AL, including Chhatra League vowed to face the hartal activists on the streets.
Besides, the government and the police cautioned of taking tough action if any chaotic situation is created by hampering public life in the name of hartal.
On the other hand, the opposition warned that the government would be held responsible and to face bad consequences if it obstructs the peaceful hartal programme.
Leader of the Opposition in Parliament and BNP Chairperson Begum Khaleda Zia called upon the countrymen to observe the hartal peacefully and to make it successful.
Leaders of alliance partners-Bangladesh Jamaat-e-Islami, Bangladesher Jatiya Party (BJP), Islami Oikya Jote (IOJ) and Bangladesh Khelfat Majlish, like minded political parties and organisations, and professional bodies also called upon the people to observe the hartal peacefully.
The BNP and its allies yesterday carried out mass contact and distribution of leaflets and brought out a series or processions at
different parts of the capital to make the general strike a success.
Processions were also brought out in different districts yesterday by BNP and its alliance to drum up support for the hartal.
Insiders said, leaders of BNP and its allies will be on the streets from early in the morning and carry out pickets at different strategic points in the city including Naya Paltan, Purana Paltan, Bijoynagar, Dainik Bangla intersection, Motijheel, Topkhana Road, Maghbazar, Malibagh, Dhanondi, Mohammadpur, Jatrabari, Mohakhali and Uttara.
Addressing a rally in font of the BNP central office, party Secretary General Khondoker Delwar Hossain alleged that the government was harassing BNP leaders and activists to foil the hartal.
He claimed a huge number of BNP leaders and workers across the country including the capital were arrested ahead of the shutdown.
"The government has been arresting and harassing our leaders and activists across the country using the administration and the police," Delwar said
BNP Standing Committee member Lt Gen (Retd) Mahbubur Rahman, vice president Abdullah Al Noman, advisory council member Fazlur Rahman Patal, office secretary Rizvi Ahmed, Dhaka Bar Association's president Sanaullah Mia and city BNP leader Abdus Salam, among others, were present on the occasion.
In support of the hartal, Jamaat-e-Islami yesterday brought out processions in Motijhil, Khilgaon, Shabujbag, Rampura, Mirpur, Adabor, Muhammodpur, Sher-e-Banglanagar, Dhanmondi, Kolabagan, New Market, Hazaribag, Ramna and Jatrabari areas.
Jamaat-e-Islami, BJP, IOJ and like-minded political parties--JAGPA, NDP, NAP (Bhasani), Labour Party and NPP announced that they will actively participate in the picket in unison with BNP on the hartal day.
The BNP Chairperson, who announced the hartal programme from a grand rally at Paltan Maidan on May 19, termed it as a warning message for the government.
The hartal was called demanding ensuring supply of utility services like gas, electricity and water, halting extortion, tender-manipulation and protesting grabbing lands by the ruling party terrorists and assaults on girl students at different educational institutions including Eden College.
The programme was also designed to protest politicisation of the administration and judiciary, demanding scrapping of 'anti-national' agreements signed with India, resignation of the biased Election Commission (EC), controlling the price hike of essentials and to remove the sufferings of people.
BNP's central organising secretary M Elias Ali yesterday said hartal would not be enforced in flood-hit areas in Sylhet and Moulvibazar. He, however, said there had been no flood in Sylhet and Moulvibazar towns and so the people there will observe the strike spontaneously.
Meanwhile, Dhaka Metropolitan Police (DMP) has taken massive preparations to maintain law and order in the city during hartal hours. The DMP has banned all kinds of meetings and processions on the major streets in the city today. About 10,000 law enforcers will be deployed in the city to deal with any untoward incident on the hartal day, according to DMP sources.

In Gulshan and Banani there is around 95% observation of hartal. How is it in the rest of the city and country?
