All of these elements are either already in effect in India, or in the process of being forcibly introduced.
No term is replicated exactly from country to country, because the manner in which things are done changes with time, and the local systems of control can differ. But, according to the definition you posted, India is certainly a fascist state.

It's not misleading, at all. The only thing that cartoon alludes to is a religious minority, it has no links to the individual people themselves, it shows nothing more than Muslims being hanged.

If the Pakistan army made something similar to this about TTP, they would show actual terrorists being hanged. Maybe with guns in their hands, grenades, and an explosive vest.

NOT a cartoon relating to their ethnicity, or religion, or anything which targets an entire demographic, that has no connection to the incidents themselves.
