The recent issues with SAARC has created some new questions about the organization's usefulness as well as the possibility of BIMSTEC replacing it.
However Pakistan is currently not a member despute being a significant nation in the region

That depends on what you want. In my opinion, any organization with both Pakistan and India is bound to fail. India will pull out of meetings whenever it gets upset with Pakistan. Pakistan will occasionally do the same. And these problems will always get in the way of progress.

I think that if you want to avoid these hang-ups, two separate organizations for regional cooperation should be created: one with India, and one with Pakistan. Otherwise, you will have to deal with the ebb and flow of Indo-Pak relations.

Well if you contain to just South Asia/ SEA region, there can be issues sure.

But any country is welcome to join such organisation with Pakistan and include China and others as needed....and focus on sea based trade etc....

I agree with @LA se Karachi, keep the two countries (India, Pak) segregated and have different groupings for each.

BIMSTEC can continue as it is, same thing for BBIN.

Regional groupings that Pakistan starts with China should be their equivalent.

At least things will get done.

Maybe, but it's also ineffective when they are in the same organization because of their bilateral issues. There are many regional cooperation organizations within the same region. Many only differ by one or two countries

Personally, I think that it would be more effective this way. And SAARC can continue to be the organization that includes both.

Its the Bay of Bengal initiative, Pakistan is far away from it on Arabian sea . I think Indonesia can be included next. And Maldives and Malaysia should also join. These are some like minded countries we should make this grouping successful for development instead of adding known naughty kids.
