The main bone of contention here is actually not rape but its the ridiculous reason for which this terrible incident happen. And the reason is the disgusting, backward and tribal mentality of people living in relatively less urbanized state of India. Such mentality can only be removed through development of the region which is mostly responsibility of local and state governments which both the local parties of Bengal have miserably failed to deliver.

Agreed. There are some things which we Indians need to learn from the Chinese regarding stuff like this. But I am not sure if we will ever do stuff like that sadly.
