Bangladesh, Russia sign agreement to open 'new horizon' in bilateral relations

Bangladesh has signed an agreement with Russia to establish an intergovernmental commission on trade, economic, scientific and technical cooperation to 'further strengthen bilateral relations.'

State Minister for Foreign Affairs Md Shahriar Alam who signed the agreement on Wednesday told bdnews24.com that this would open “a new horizon” in Bangladesh’s relations with Russia.

Russia’s Deputy Minister for Economic Development Alexey Gruzdev signed the agreement earlier in Moscow which was handed over by Russian Ambassador in Dhaka Alexander I Ignatov at the ceremony.

Foreign Minister Abul Hassan Mahmood Ali witnessed the signing and said with this would 'further strengthen bilateral relations' between the two countries.

The bilateral relations with Russia began in 1971 when the erstwhile Soviet Union firmly backed Bangladesh's Liberation War against Pakistan.

Communist Soviet Union extended its support to the Bangladesh cause at the United Nations in 1971 and helped to restore and develop its war-ravaged economy by demining the Chittagong port from 1972 to 1974.

But the relations did not pick up after the 1975 coup when Bangladesh’s founding father Bangabandhu Sheikh Mujibur Rahman was killed.


His daughter Prime Minister Sheikh Hasina visited Russia in 2O13 which was the first official visit of a Bangladesh Prime Minister to Moscow since Bangabandhu’s visit in April 1972 immediately after Bangladesh's independence.

Russia is now helping Bangladesh to set up its first nuclear power plants at Rooppur. Both sides also waived visas for each other’s diplomats and officials.

“There are huge potential to boost our relations. For us, Russia can be a huge market for our readymade clothes and we are expecting to get duty-free access in the region,” the state minister told bdnews24.com.

He said there would be sector-wise working committee through this joint mechanism of intergovernmental commission.

“It’ll be a right vehicle to implement all the decisions taken during the prime minister’s visit,” he said, adding that this would create “a new horizon in the bilateral relations.”

Bangladesh exports frozen foods, jute and jute products, tea, leather, home textiles and ceramic products to Russia and imports cereals, minerals and chemical products, plastic products, metal, machinery and mechanical equipment from Russia.

The two-way annual trade is worth about $1.5 billion.

The Russian ambassador said they have such kind of agreement with many other countries. “This will accelerate the cooperation in the areas we need to develop,” he said.

The foreign ministry in a statement said the agreement is signed with an aim “to promote the development of broad-based cooperation in a variety of areas, including trade, economy, science and technology”.


“The Intergovernmental Commission will identify the main directions for trade, economic, scientific and technical cooperation and its priority areas of the two countries.

“It will assist the organisations and business communities of the two countries in the development and diversification of mutual bilateral relations.

“It will also analyse the status of trade, economic, scientific and technical cooperation, defines its most prospective directions, particularly in areas of agriculture, energy and power, education.

“The Commission may identify other directions of cooperation, such as information and communication technologies, innovations, knowledge sharing and other areas,” said the foreign ministry.

Both parties will appoint co-chairs, with deputies and executive secretaries to carry out the Commission’s work.

Permanent or ad-hoc working groups on specific areas of cooperation may be established within the framework of the Commission by a joint decision of the Co-Chairs.

The number of members of national parts of the Commission would not exceed 20 from each party.

“The Commission will meet at least once a year, alternately in the capitals of Bangladesh and the Russian Federation”.

I saw this article too. Was thinking whether to post it or not.

We've always had good relation with Russia. Now that we're doing better compared to past I think we should try to improve the relation further. I wish Putin would visit Bangladesh and do something similar to what Mr. Xi did in his last visit.

I heard rumours about a possible Putin visit to Dhaka in 2016 to inaugurate the construction of Rooppur power plant. I think we could see a visit very soon.

These type of visits are usually planned months before it actually takes place. I don't think a visit is imminent. Putin has his hands full with issues in Ukraine and Syria

@ What Russia can give us ! Russia is a dead horse.It is like a Hat which has lost it shape because every one used it.
@ Russia neither have good armament nor have good economy.
@ For the just 8 to 9 decades who ever had a good relation with Russia got nothing.
@ We have seen the fate of Saddam who was a close ally with Russian since his rise of power. We have seen the capability of Scud Missiles and other Russian armament in both 1st & 2nd Gulf War.
@ However, you can have good/cute Russian cheap girl and enjoy with Vodka.
@ Russia is at least 60 to 80 years back of Western States.

In those days we used to hear lot of stories that soon Cuban and Vietnamese soldier will conquer the whole world and the world will be under the banner of Greater Socialism. Man I tell you Russia is a Dead Horse.

@ So you said that India and China developed due to Russian help. What a fool you are ? Indian Armed Forces has become junk due to Russian help. Now, she is moving to Western Europe and USA. She has already made a Defense Pact with USA. About China she has developed at his own. Of course initially she got help from USSR. But the fact is China got help from Germany late in 30's during the time of Nationalist China. But still Chinese armament is no match to Western World. Russian armaments are rudimentary.

That sounds interesting... I hope there would be a provision of extensive cooperation in the cyber-security sector, it's becoming a major global issue where we seriously lack behind...

Hasina invites Russian prime minister to Bangladesh

The visit will take bilateral ties to a new high, Sheikh Hasina says
Prime Minister Sheikh Hasina has invited Russian Prime Minister Dmitry Medvedev to visit Bangladesh, marking the 45th anniversary of diplomatic relations between the two countries.

Foreign Minister AH Mahmood Ali, currently visiting Moscow, handed over Hasina’s personal letter to his Russian counterpart Sergey Lavrov on Thursday, the Foreign Ministry said in a statement.

Hasina wrote that Medvedev’s visit to Dhaka would take bilateral ties between Bangladesh and Russia to the next level.

The then USSR recognised Bangladesh as an independent country in January 1972.

A Foreign Ministry official said they hoped Russian Prime Minister Medvedev would visit Bangladesh some time in the second half of this year.

“The two countries are discussing about 25 deals and memorandums of understanding and about half of them are in the final stage,” the official, who was not authorised to give his name, told the Bangla Tribune.

The official said they were working to make sure the deals and MoUs are signed during Medvedev’s Dhaka visit.

Bilateral trade between Bangladesh and Russia has increased significantly since Hasina’s 2013 Russia visit.

In 2015-16, the two-way bilateral trade volume surpassed $1.5 billion, according to Lavrov, whereas it was about $300 million prior to Hasina’s 2013 visit.

Medvedev is coming

this would be an interesting development.....

firstly, Russian PM is coming to Dhaka is a message to everyone.... nuclear and defence deals would be particularly important.... but on another point, trade with Russia against Western blockade is also important....

secondly, its Medvedev, not Putin, who's coming.... (was Putin invited, or was it Medvedev?)

thirdly, timing of the visit is second half of the year.... by that time, some very important things can happen...
I would also keep an eye on the developments in Syria.... Bangladesh has got the chair in OPCW this year.... taking effect in May 2017..... with more chemical attacks taking place in Syria this year, Bangladesh's role in OPCW would be critical.... US would also keep an eye on that, as during the previous chemical attacks under Barack Obama, the US remained silent...
