ISLAMABAD: After taking operational control of the strategically important deep-sea port of Gwadar, China is focusing on poverty and militancy-stricken province of Balochistan, which will get a major chunk of funds worth $31 billion pledged by Beijing for energy and port expansion projects, sources say.

The government is working on a plan to expand Gwadar Port, which is part of an investment programme set by China for boosting economic activities in Balochistan.

“Of the total investment, Lahore-Karachi motorway, Gwadar Port expansion and integrated development of Gwadar will attract an investment of $11 billion,” a source said.

Gwadar Port has given western China access to the Arabian Sea, which has upset India and the US. Many western and Indian analysts believe that China has intentions to build naval bases there.

However, Chinese authorities insist that Gwadar Port will give western China access to oil supplies from the Gulf and will boost economic activities in Pakistan. Under a long-term plan, China is expected to lay oil and gas pipelines through Gwadar Port to meet its energy needs.

According to sources, the government has also handed over to Pakistan Army the task of providing fool-proof security to Chinese officials in Balochistan in a bid to address Beijing’s concerns and execute the investment plan in the province, which will get 38% of the funds.

In a meeting of the federal cabinet on February 25, it was announced that China had agreed to invest $4.5 billion annually over the next seven years in Pakistan. The premier described it as an unprecedented example where only one country, China, would invest $31.5 billion.

“In the energy sector, 10 projects will be launched in Gadani, Balochistan and six coal projects in Thar, Sindh,” he added.

Federal Minister for Planning and Development Ahsan Iqbal told the meeting that China had initially approved projects worth $15-20 billion and working groups had been set up in that regard. However, Beijing was concerned over the security situation and called for making improvements.

PPRA rules

Background discussions with officials reveal that Chinese investment would portray a positive picture of Pakistan and help woo investors from around the world. However, China wanted that it be awarded contracts directly.

The Ministry of Water and Power approached the Public Procurement Regulatory Authority (PPRA) to seek advice on direct award of contracts for mega energy projects to foreign companies, investors and sovereign states. But the PPRA turned down the plea.

However, officials point to the Iran-Pakistan gas pipeline contract, which was being given directly to Iranian company Tadbir Energy. Apart from this, the government was negotiating a liquefied natural gas (LNG) supply deal with Qatar on a state-to-state basis. The officials suggest the government would have to strike such deals with China as well.

“Pakistan has procured nuclear power plants from China without any bidding and the same model could be followed in order to execute the multi-billion-dollar investment plan,” an official said.

Many countries, like China and Russia, and even foreign private investors were interested in undertaking big energy projects with the offer of financing but they wanted contracts without bidding, the official said.

There needs to be more Chinese investment in Balochistan.

Especially to counter all the "foreign interests" (you know who they are) that are attempting to destabilize Balochistan province, in order to hurt Pakistan's interests, and in order to hurt China's interests too.

I read that Balochistan is a goldmine in terms of mineral resources? There are ways to develop quickly and strongly in such a scenario where mineral resources are abundant, Australia has done this for example, and we are also attempting to do this in the Chinese autonomous region of Inner Mongolia.

Yes Balochistan has huge resources Riqo Diq alone is estimated to be worth $1 trillion.

And there is probably more there as well, I bet once more surveys are done there will be a lot more too.

The trick now is to extract the resources in a way that does not degrade social order, as happens too often in developing countries (we even see that in China).

You have examples like Australia and some Arab Gulf states that have developed very well around resource extraction, these development models should be studied closely.

the Riqo Diq mine as mentioned by King Mamba is one which happens to be a Gold Mine. Baluchistan consists of 43% of land mass of our country and is lowest populated province in pakistan where a man is found every 5 km if we scatter the existing population on entire area. Hence some of its places r still undiscovered and r rather not known even to the pakistanis like Mud Volcanoes in the province. The reason is that its a vast desert area with a lot of barren lands and rocky muddy places which r not ideal for human settlements. Thats why people say even still this land could bear more treasures then known.

another thing u must know that we can not extract oil from the area atleast with the places close to the irani border because the iranis had a treaty with Ayub Khan gov that they will help us in 65 war with india and pakistan will not extract oil from baluchistan province for next 100 years ie upto 2065:hitwall: with Raza Shah government and ayub khan as dumb as he can be agreed to this and signed treaty. The Sistan province of Iran which borders Baluchistan in Pakistan has under the surface sloppy crust and it gets flatter as we move eastwards in to Baluchistan. So a whole lot of oil is under Baluchistan desert that iran can only extract from its side. And today iran is one of the biggest oil supplier to the world.:hitwall::hitwall::hitwall:

But after revolution this irani gov had largely reset their international treaties ignoring this one in particular simply because they r getting the benefit from here and we still havnt tried to either revoke it or renegotiate it.

There r some real bunch of baboons running this country.

You know famous Indian plan of cutting Pakistan in two halves.... from Sindh Punjab border, using help of landlords of that region¨

There was always a problem how to prevent Pak army from coming around..... this plan has been worked out by forces in Afghanistan, they have build a huge military base in Kandahar and huge loyalist base in Quetta and now last push is to resettle son of Bugti, who will always be complimented by terrorists settled around, at the time of attack.

You can use google earth to see, what's been cooking for Pakistan and some news of and comments of Iran loyalists against Pakistan.
FYI, there are news of huge build up on Afghan side at Qandahar, while Pakistani missiles are controlled by foreign national politicians.
 
Chahbar is not a deep sea port, Gwadar is.

We will get bulk of trade transit going up to central asia and back.

Naval dominance in this area should now be our prime objective.
 
Chahbahar is supposed to funnel goods through Afghanistan, enough said. Plus, even if we just focus on transit to China which Chabahar can't, it will be bigger source of income than our old plan of transit facility to central Asia, specially because now China is planning to develop it's western region in a big way.
