Fusion layer can be any Fusionable isotope. But the question is , if there is nothing in the outer layer of the bomb to absorb the high energy neutrons emitted, where will the neutrons go? They will escape?

W80 like warhead different thing

Unless pakistan has SLBMs you have no credible second poweful medium of secind strikes

Yes, and you just said in previous comment that a Neutron bomb is ERW?
So there you go, your conundrum solved. Making a staged fission fusion device which can emit lots of high energy neutrons is possible without alien tech as you put it,and Pakistan has that technology since long.
Nasr uses such a warhead which emits very large amount of high energy neutrons.
The design on Babur is different and much harder to produce as any cruise missile based Nuke comes very near to the crew onboard and has to use a very special type of Plutonium which is much difficult to make.

This is not an mature statement and if someone fails doesn't means that others can't make it. By your logic we can say that since Russian can't make AESA so how can Israel make AESA?. So Israel claim wrong and they also don't have armed drone as well. Pakistan also don't have armed drone because Russia can't make it
