Article 246 of the Indian constitution gives the central government total power over foreign policy. There is also no concrete institutional mechanism that authorizes states to control or create such policy.
India is too diverse ;when New Delhi sets policy in the behest of some Bihari farmers which are then reinforced all over india,it deals adverse impact in another different part of INDIA,such system of policy making is nothing sort of madness .
India is so diverse ;the culture ,tradition and even gene differs from state to state,region to region.
The ill effect of such poor policymaking is much more felt upon NE states which have totally different culture ,gene pool and have different sorts of problem unique to its own.
When india gov implemented Family planning Act to check overpopulation in Mainland India ,NE suffered greatly due to low population. As a result, Bengals who breed like rats tooks over huge parts of North East. Assam is 90% filled with Bengal origin people now. Tripura has been overtaken over by Bangladeshis and the current Chief Minister is an illegal Bangladeshi.
That's just one example of how Central govt policy made with only mainland India in mind and without any regards for North Eastern states that have only exacerbated the situation in NE.
India's current system of policy making is akin to failure.
If India seriously wants to develop ,India should give more autonomy to each state for it contains problems unique to its own and no universal policy can solve those unique problems faced by certain states and certain region.
It will also encourage competition and surge economic growth among Indian states. And Indian govt can allocate investment based on merit and production results pertaining to each state. That would be much fair and proper way to use the tax rupees stead of dumping it all in Bihar and UP for no good reason; the two states which sucks up the majority of Indian Central Funds but yields no results.
India should stop trying to copy other nation's system especially that of china's,India is not china,india isn't 95% han ethnicity like china.The tradition and history of India is nothing like china or any nation. India should invent it's own working system of administration policy that can operate the unique dynamics of Indian Union feasibly.Trying to impose one ideology all over India will only hinder the development and tear the nation apart.
