In a recent event in UK, it took many days to find the body of the girl who went for a walk in her own town and died in a field. So is the UK police incompetent? The question was raised but in reality it takes time to search even with hundreds of citizens taking part in the search.
4 bullets fired at point blank range at the vital organs .. what facilities specifically are expected to save such a patient? Article fails to state what exactly should have been in place, which equipments?

This was the condition of medical facilities in Kohat hospital in November 2014, the current news (news of death of Asma Rani due to lack of facilities) tells the situation has not changed and is the same like nov 2014..

KOHAT: The government has failed to provide modern treatment facilities and specialist doctors to the 300-bed KDA hospital even after passing of 14 years.
The local people said that delay in appointment of specialist doctors and provision of modern facilities to the hospital forced the residents of southern districts of the province and four tribal agencies to take their patients to Peshawar and Rawalpindi for CT scan, dialysis and major surgeries.
They said that the non-governmental organisations, which were handed over private wards of the hospital, tried to make up for the shortage of the facilities but doctors and paramedics wanted the role of government in it as it collected taxes from the people for the purpose.
The presence of NGOs at the hospital was also hindering expansion of its departments and filling of vacancies, sources said. The private wards and rooms, given to the NGOs, could earn a handsome amount for the government, they added.
People have to take their patients to Peshawar and Rawalpindi
A large number of patients belonging to southern districts, four tribal agencies and four frontier regions have to travel to Peshawar and Rawalpindi for CT scan, dialysis, heart and other major surgeries in this modern age owing to shortage health facilities in Kohat division.
The burns centre of the hospital, inaugurated by lawmakers of different parties several times in the past, has been closed since it was set up for need of treatment facilities and absence of specialist doctors
Sources said that many patients from the far flung tribal areas either died on their way to Peshawar or developed major complications owing to delay in their treatment.
They said that the residents of Kohat spent a large amount of money on treatment of their patients because they had to bear the travelling and boarding expenses besides paying fees to doctors and buying medicine in Peshawar and Islamabad.
The KDA medical complex was made operational 14 years ago. It was designed to provide all modern treatment facilities under one roof to millions of people living in the southern parts of the province and reduce rush of patients on the Peshawar hospitals.
However, the hospital is still short of staff.
The category of the hospital has been changed thrice. The then provincial governor had placed it in category A on the day of its inauguration.
The Muttahida Majlis-i-Amal, which formed government in the province following 2002 elections, degraded it to category C soon after coming into power and announced that the machinery sanctioned for the hospital be supplied to hospitals in Peshawar.
However, after protest by the local parliamentarians the then governor retired Lt Gen Iftikhar Hussain Shah intervened and the government again placed the hospital in category B. The hospital was again upgraded category A but no facilities were provided to it.
An official said that few influential owners of private hospitals had politicised the issue for their personal interest. It was impossible to run the hospital with the present strength of surgeons and pediatricians.

Also look at the state of Ganga Raam ... a friend of mine is doctor there, and the situation there is worse than the picture you've posted above!

K-P Govt overlooks ‘faulty’ construction of trauma centre in Haripur
HARIPUR: Despite tall claims of ensuring transparency and ending the deep-rooted culture of corruption in execution of development projects by the PTI-led government in Khyber Pakhtunkhwa, the alleged substandard construction of Haripur Trauma Centre has been overlooked, which is delaying the opening of the long-awaited emergency healthcare facility to the local residents, official sources said.
The deficiencies were pointed out during a visit of an inspection team to the building of trauma centre by a team of doctors from the District Headquarters Teaching Hospital, Haripur, which would supervise the casualty/emergency-related affairs of the centre.
The DHQ hospital medical superintendent has also refused to take over the charge of the building.
According to a letter issued to executive engineer communication & works department, Haripur, on Dec 20, 2017, by DHQ hospital MS Dr Saifullah Khalid, the inspection team found 24 deficiencies in the civil works of the building, asking the department concerned to remove these at the earliest.
The copies of the letter were also sent to adviser to the CM on C&W, secretary health and the chief planning officer health.
According to the letter, both the entrance gates of the centre are small in size and of poor quality; the eastern side wall has not yet been constructed; electricity poles and a generator are installed at inappropriate places; car-parking is constructed in front of the main entrance which can cause hindrance in mobility of patients and staff, washrooms are without exhaust fans, overall ceiling of the building and drainage system is faulty, roofs are leaking, ceiling fans without fan boxes, and external wall is un-plastered at the plinth level.
Through the letter the MS also pointed out faults in the illumination, electrification and other facilities and asked the C&W department to remove the deficiencies without delay, but despite passage of 36 days, the authorities had yet to take the corrective steps.
The PTI government and the party’s local leadership are desperate in making the building operational before the general elections.
“Despite being the biggest revenue generating district the residents of Haripur remain deprived of emergency healthcare,” Naseer, a local businessman, lamented. He said death of four members of a family on a single day, last week, was because Haripur lacked emergency health services.
When contacted MS Dr Saifullah Khalid confirmed that he had communicated the findings of his visit to the trauma centre to the relevant authorities. He said he could not take over the charge of the building unless it was completed as per its design.
He said installation of machinery and appointment of staff of the trauma centre were also pending.
C&W executive engineer Allah Yar Khan told Dawn that the construction work was completed in the supervision of a consultant and that a few deficiencies noted by the MS DHQ would be removed within a week.
CM’s adviser Akbar Ayub had laid the foundation stone of the building on Oct 4, 2015, which was to be completed within 12 months. However, Chief Minister Pervez Khatak inaugurated the yet-to-be-completed building on Jan 13, this year.
The provincial government spent Rs60 million on the centre while Rs35 million were allocated for purchase of machinery, official sources said.

Major hospital in Kohat in dilapidated condition
KOHAT: Patients visiting the Liaquat Memorial Hospital (LMH), located in the city centre, continue to suffer as its wards are in a dilapidated condition and no arrangement has been made for cleanliness on its premises.
The LMH was converted into women and children hospital after opening of KDA Hospital. Patients from the city and as far as Kurram and Orakzai tribal agencies, Hangu and Karak visit the hospital for treatment, but none of the former and present lawmakers paid attention to its renovation and equipping it with the needed facilities.
According to sources, for the last four years the PTI government had been announcing its reconstruction with a cost of Rs500 million and had even approached UNHCR in this regard because the hospital received many Afghan refugees. They said that the hospital could not get any funds because the government failed to pursue its case properly.
It was seen during a visit to the hospital that three to four children were sharing each of the beds whose pillow covers and sheets had turned black.

One Adnan said that every patient was referred to a local private laboratory which declared her mother a cancer patient. However, she was declared cleared after tests in Shaukat Khanum Memorial Hospital. He demanded action against the labs which lacked trained people and equipment.
In the emergency, untrained staff was deputed in the night shift who could not even locate the vein for injection and drip. Similarly, NGOs had occupied rooms and constructed offices inside the hospital illegally. “They pay no rent to the hospital,” said Rashid Bokahri, an official of the hospital.
MAN HELD WITH HASHISH: Police foiled an attempt of smuggling hashish from tribal area to Punjab and arrested an alleged smuggler near Landi Kachai here on Wednesday.
A team of Ustarzai police headed by SHO Abbas Khan stopped a van and during checking found 16 kilogrammes of hashish hidden in its secret cavities. The alleged smuggler, identified as Khamail Khan of Orakzai Agency and living in Hangu, was arrested and taken to the police station.
According to the SHO, Khamail stated that he was taking the consignment to Punjab via Kohat. The police have registered a case against him.
Meanwhile, police arrested two alleged highway robbers and recovered the money looted from a rickshaw driver here on Wednesday.
The police said that the rickshaw was hired by two men at new Tableeghi Markaz and after some distance the driver Zahid Khan was looted at gunpoint. He informed the police which sent a team to the area and arrested one Mohammad Arif and allegedly recovered Rs1,700 and a 30-bore pistol from him. On his identification his alleged accomplice, Noshaid Khan, was also arrested and booked. Both belonged to Junglekhel area.

KOHAT: Though KDA teaching hospital is the main health facility of Kohat division that also caters to the patients of other southern districts, it has no burns facility and trauma centre. Similarly, a small facility like ultrasound was not available in the night shift at the emergency.
The hospital was inaugurated as category ‘A’ facility by then governor retired Lt-Gen Iftikhar Hussain Shah in 2000, but it was still short of 70 doctors. The hospital has received stretchers and beds for trauma centre and wards a couple of days ago which are without foams. As there has been no required extension in the hospital since long the stretchers have been placed in the galleries. MRI and CT scan facilities are also not available in the hospital and patients are referred to a nearby private hospital.
An official Rashid Bokhari told this correspondent on Sunday that the hospital was being placed in categories ‘B’ and ‘C’ since 2000 and now informally it was a category ‘A’ facility, but it would take time to get the required number of staff and machinery.

He said that a neurosurgeon had been transferred to Kohat from Lady Reading Hospital, Peshawar, more than a year ago, but due to lack of facilities not a single operation could be carried out. He said that trauma centre would be complete when all the neurosurgeon, orthopaedic surgeon and separate general surgeon were appointed and machinery made available.
Two years have passed to the visit of the special committee of provincial assembly to the women and children hospital, the city’s other major hospital, following complaints, but its reconstruction still remains a dream.
The redressal committee headed by MPA Shah Hussain and comprised of a representative of law department, health department and KP Assembly was constituted when the issue was raised in the assembly in 2016, MPA Najma Shaheen told this scribe. The committee acquainted itself of all the issues faced by the hospital, but no action was taken as yet.
The hospital is still without trained dispensers and well-equipped ambulance for shifting of serious patients to the KDA Teaching Hospital or to Peshawar.
The committee had recommended reconstruction of the hospital and taken up the issue with the provincial health department, but the reconstruction work could not been started.
KITCHEN GARDENING: The district government and agriculture department, Hangu, have started training of girls in kitchen gardening and preservation of food and vegetables.
An official statement said here on Sunday that the training sessions had started in Government Girls Degree Colleges and girls high school in Hangu and Thall tehsil.
It said that the training would continue in the next week. It said that during the training the girls would also learn how to save water while using kitchen water for gardening.

Protest continues against lack of facilities in Kohat hospital
KOHAT: Protests by civil society for provision of category-A facilities to the KDA Teaching Hospital entered the seventh day here on Monday.
The civil society has been staging protests inside the hospital under the aegis of Karwan-i-Amal, a welfare body, and demanding making functional the burns and trauma centres, filling of 70 vacant posts of doctors and construction of blocks in order to save the people from going to hospitals in Peshawar for seeking treatment.
The rights body chairman Saleem Altaf Advocate says that doctors in the KDA hospital referred the patients to Peshawar, even in cases of bone fracture or a single bullet injury.
He said that trauma and burns centres inaugurated by the then MNA of Awami National Party Khursheed Begum six years ago had been without machinery and neuron surgeon, due to which serious patients were referred to Taxila from southern Khyber Pakhtunkhwa.
LAX SECURITY PERTURBS POLICE: The police on Monday issued warning notices to oil and gas facilities and other sensitive installations for insufficient security arrangements and asked them to improve the security as soon as possible under the security act.
In this regard, police teams visited the oil and gas wells in Shakardarra, banks, government and private educational institutions and other sensitive places and found them with incomplete security arrangements. They said these installations could fall easy prey to terrorists due to lack of security.

As per the investigation, the sister of the accused, Mohammad Arif of Behzadi Chakar Kot, had fled with the son of the victim, Qabil Hussain. The accused told the police that the deceased was a hurdle in the way of the return of his sister.

KOHAT: Protests by civil society for provision of category-A facilities to the KDA Teaching Hospital entered the seventh day here on Monday.
The civil society has been staging protests inside the hospital under the aegis of Karwan-i-Amal, a welfare body, and demanding making functional the burns and trauma centres, filling of 70 vacant posts of doctors and construction of blocks in order to save the people from going to hospitals in Peshawar for seeking treatment.
The rights body chairman Saleem Altaf Advocate says that doctors in the KDA hospital referred the patients to Peshawar, even in cases of bone fracture or a single bullet injury.
He said that trauma and burns centres inaugurated by the then MNA of Awami National Party Khursheed Begum six years ago had been without machinery and neuron surgeon, due to which serious patients were referred to Taxila from southern Khyber Pakhtunkhwa.
LAX SECURITY PERTURBS POLICE: The police on Monday issued warning notices to oil and gas facilities and other sensitive installations for insufficient security arrangements and asked them to improve the security as soon as possible under the security act.
In this regard, police teams visited the oil and gas wells in Shakardarra, banks, government and private educational institutions and other sensitive places and found them with incomplete security arrangements. They said these installations could fall easy prey to terrorists due to lack of security.
