I think he is just impatient. Under Modi there are better chances of normalizing relationship with China than every before in the past. Only it might not be as China's had envisioned.
I think chinese political thought is still pretty primitive and has not evolved enough for them to understand equitable solution based on a win win model.

In 1960, Zhou Enlai proposed a win-win solution, we recognize the territory that is held by each respective side, essentially turning the LAC into an international border.
What did India do? They rejected any sort of negotiation, and went for the military Forward Policy instead:

India has been reluctant to part with any portion of the disputed territory since the 1950s.
It rejected a swap offer made by China's former Prime Minister Zhou Enlai in 1960, asking India to recognise China's control of Aksai Chin in the west as a quid pro quo for China's recognition of the McMahon line.
After rejecting that offer, India initiated a "forward policy" to control the disputed territories in the Himalayas.
