I got the wind of it 2-3 months ago. And the person told me Just like a CEO has two of his most trusted executives placed in HR and CFO. Army Chief does so for DG-ISI and CGS. Gen Raheel did appoint a new CGS. He couldn't do so for DG-ISI since DG-ISI has not yet retired.Doubt that. COAS has and will always run the show.
