Arms deal with Russia to ensure participation in UN peacekeeping

Dhaka, Jan 21 (UNB) – The US$ 1 billion deal on arms purchase against state credit from the Russian Federation was to ensure, among other things, the participation of the country’s armed forces in the United Nations peacekeeping missions, said military spokesmen on Monday.

Besides, the implementation of the “Forces Goal 2030” to modernise and improve the capacity of the armed forces, the pressure from the UN to send more troops and equipments in the peacekeeping missions was a key factor driving the massive deal on procurement of arms from Russia, said Lt Gen Abu Belal M Shafiul Haque, Principal Staff Officer (PS0) of the Armed Forces Division.

“We’re prioritising the issue that our equipments are very outdated compared to the current demands of the UN,” he said while responding to queries at a press briefing at the Falcon Hall of the Air Force Officers’ Mess in the city.

The PSO noted that the UN Under-Secretary General for the Department of Field Support Ameerah Haq during her recent visit to Bangladesh has also pointed out some operational changes in the UN peacekeeping missions that is going to take place very soon, and will require modern equipments.

The UN peacekeeping troops are nowadays confronting guerilla forces equipped with modern arms, he said, adding that on the contrary, the troops sent by the country are using decade-old arms.

“Notably, Bangladesh Army is required to have a standby Mechanised Brigade under the Standby Arrangement System of the UN peacekeeping mission. The factor was also considered during the planning of the loan (state export credit from Russia),” Gen Shafiul said.

Assistant Air Chief Air Vice Marshal Abu Esrar said several helicopters of Bangladesh Air Force are currently being deployed in Congo and Ivory Coast, but the UN has been creating pressure as to why the helicopters are not deployed in other regions.

Earlier, reading out a written statement, PSO Shafiul said the recent arms purchase agreement on state credit was also made in light of a previous agreement on military cooperation with Russia, signed in 1999.

He said opinions of different ministries involved were also taken into account before finalizing the deal. “Whatever is purchased under this agreement, signing of separate contracts for each and every separate purchase, with the mentioning of number, value and other details, will be required.”

The interest rate of the state to Russian state loan is 4.5 percent, the PSO said, noting that the country paid higher interest rates in similar contracts made with other countries in the past.

The loan will be used to buy the military hardware from 2013 to 2017, while the payment will be made in 20 installments over a period of 10 years starting from April 15, 2018, he informed.

Asked why the agreement was not discussed in the cabinet meeting or in a parliamentary session, Gen Shafiul said: “The procurement was made in a transparent way in line with the procedures in effect in Bangladesh.”

Master General of Ordinance Maj Gen Abdul Matin supplemented the PSO by saying that confidentiality of some information was maintained on security grounds as arms procurement between countries is a sensitive issue.

The agreement involved the sharing of some confidential information from both sides, he said.

Bangladesh Army will procure anti-tank missile, armored personal carrier, pontoon bridge, while Bangladesh Air Force will procure combat trainer air craft, military helicopter and other military hardware under the state export loan from Russia, said officials in the briefing.

The loan will be paid using the budgetary allocation for military expenditure, they added.

Then obvious question need to be asked - If army is busy in making arms deal to ensure participation in UN peacekeeping then what arms being purchased for protection of the Bangladesh. These officers often running after UN money and forget protecting Bangladesh is their first and foremost sacred duty. After all it is Bangladesh and its people raised them and paid them to become who they are, NOT UN.

Another point, interest rate is 4.5%, is way too high. PSO's argument that higher interest rate was paid before is lame, destructive and unbecoming of an officer because he and anyone serving the country should push for best interest of the country not finding excuse to defend high interest rate. Again he (and officers paddling govt line) is forgetting, it is people of Bangladesh who pays tax with their blood and sweat.

Third point, heavy burden of loan repayment will come from budgetary allocation for military expenditure. Meaning Army's budget for foreseeable future of 10 years will be tied up to high interest loan repayment. That also means while army buys for UN mission, there will hardly be any money left for defense purchase that Bangladesh badly needs for its own defense.

I am by no means opposing purchase of arms so long what purchased are for national defense, protects national interest and adds significant strategic value. After all money we can spend is limited.

Not only excuse, these officers did not disclose more information for protection of personal and political interest of regime. I have heard from solid source on Awami League side what they are making and how this deal will be used to take foreign currency out of the country to new safe haven Russia.

This is a State-State deal. No question of money diversion in anyway. No payment will be made to Russia within the tenure of this AL government. The first installment is due in 5 years from now.

I highly doubt it. There will always demand for logistic in UN mission.

So we will be getting Yak 130 as well. What a disaster.Its a no brainer that Russia is not a suitable arms source considering our geopolitical scenario & that's why BAL fagots always toe around them .Now we R vying to buy our long overdue 4.5 Gen fighters from them. I hope the next gov can at least scrap this fighter deal & procure fighters & trainers through an open tender.

Even in state to state deal we all know how money get diverted. Specially with Russia and Awami League are involved, transparency is non existent. Even deal was not discussed in Awami cabinet level. We all saw how Awami league start looting from Padma Bridge project even before loan was disbursed. Awami Leage is expert in looting and left Bangladeshi people with burden to payback for loan and looting they have done.

Lame excuses "UN mission logistics" for Awami league looting, does not work.

First, scope of Bangladesh UN mission does not require billion dollar worth arms purchase. This is not war mission this is peace keeping mission.

Second, official business of Bangladesh defense force is in not running logistic business.

Awami League and cheer leading gang may find UN mission excuse inventive one but is stinks to the core from the very beginning.
 
I have read somewhere that UN wants more BD troops in its peace missions. Some people are so dumb that they do not see the world around them. It is becoming more volatile and dangereous day by day. Some people are talking as if 100% of the arms will be used solely for UN missions. But, before sent to any missions, these will be received first by BA. BA troops will take training on them and whenever necessary these trained troops will be sent to UN missions alongwith the necessary arms, OLD as well as these new ones. Is it very difficult for people to understand?

Razakars are always after Bangladesh military, it seems. Some ******* guys in the PDG do not want a strong military and want BD to become a dirty cow tail of Talibanist Pakistan. No wonder that these Jamati Razakars vetoed the BNP-led governments to buy any arms during its two terms in the office. I ask the PDF Razakars to come out with data to prove my accusation false that BNP did not buy almost anything during its terms. We may call AL a tail of India, but, this AL is buying arms for the military from all the possible sources. We must respect good decisions taken by any govt of Bangladesh.

In Karachi alone there are expected to be 500,000 illegal Bangladeshis
