Leaders from 21 members of the APEC are getting together in Vietnam's Da Nang this week. It is still an important gathering and the first one since the election of Trump.

It is interesting to see how the meeting is going to evolve. US is in "kill liberal trade regime" mode. In this regard, I anticipate the summit to actually involve a number of mini summits among like-minded states, such as China and the ASEAN, China and the neighboring states.

The APEC had been designed to kill exclusive regionalism in East Asia. It looks like, it will actually be used as a launch pad for an exclusive regionalism, namely, the RCEP. What is additionally significant from my point of view is that this is the only regional forum Taipei can join under the title of Chinese Taibei. So, our businessmen like it.

ĐÀ NẴNG — Local car maker, Trường Hải Automobile joint-stock company (THACO), has delivered the first batch of 15 45-seat buses to Vietravel to serve as the main transport vehicle at the 2017 Asia-Pacific Economic Co-operation (APEC) Summit in Đà Nẵng on November 5-11.

The local-made buses underwent safety testing and inspections by APEC’s security sub-committee before being put into use during the APEC Economic Leaders’ Week.

According to Vietravel, the APEC-assigned vehicle supplier, more than 100 new cars, vans and buses were bought by the company for transporting delegates during the APEC Summit.

The event will bring together around 15,000 delegates including officials, tourists, CEOs, journalists from 21 APEC member economies.

Last month, the Auto Asia Company handed over the second batch of 258 Audi cars comprising the Audi A4, A6 and Q5 models to serve the 2017 APEC Summit.

The first batch of 131 Audi cars was delivered in April.

Some 400 Audi units will be sent to the National Committee for APEC 2017.

Also yesterday, a rescue and emergency training session was held in the central city in preparation for emergencies during the APEC Summit. — VNS

Hi Viet, why just show the buses. Please show us what Vietnam to offer to the members of APEC delegations. Like the hotels, attractions, etc. Because it will be interesting and tell us more about Vietnam.

The reason is, I want to see the regional and international coverage. And regionally, I want to see which countries are more interested. Media participation and coverage give a good idea about the importance the particular countries give to the event.

FTAAP to inject new energy into regional economic integration

The Free Trade Area of the Asia-Pacific (FTAAP) was brought under the spotlight again this week, as delegates from 21 Asia-Pacific Economic Cooperation (APEC) economies gathered in Vietnam's Da Nang city for the annual economic leaders' meeting.

The vision to build FTAAP, proposed at the APEC meetings in Hanoi, Vietnam in 2006, was translated into reality at the 2014 APEC meetings in Beijing with the endorsement of a roadmap. A collective strategic study was conducted subsequently and the result was approved at the APEC meetings in Lima in 2016.



APEC members are expected to further discuss issues related to the proposed trade deal at this year's annual meetings.

A report from the Pacific Economic Cooperation Council (PECC) has estimated that the FTAAP, when realized, will add 2.4 trillion U.S. dollars to the global economy.

Commitment to multilateralism

The call for accelerating the FTAAP process comes amid slow and vulnerable recovery of the world economy, with the Asia-Pacific region becoming the powerhouse for economic growth.

The World Bank estimated global growth in 2017 to accelerate to 2.7 percent, while East Asia and Pacific, and South Asia take the lead with 6.2 percent and 6.8 percent of projected growth respectively.

However, protectionism and policy uncertainties are still haunting global economic recovery.

"Protectionism is certainly affecting free trade," Tang Guoqiang, international co-chair of PECC, told Xinhua on the sidelines of the APEC meetings. He noted that the global trade growth has been slower than the global GDP growth in the past year, a phenomenon that worries some economists.

The past year has seen some incidents that fueled global concern over protectionism, including the United States' withdrawal from the Trans-Pacific Partnership (TPP) and other multilateral mechanisms. The trend of de-globalization also emerged in other industrialized countries.

"The commitment to multilateralism seemed to have been lost in recent years in industrialized countries," Peter Drysdale, head of the East Asian Bureau of Economic Research and East Asia Forum in Australian National University, told Xinhua.

"And if the APEC economies, most of them, nearly all of them, don't assert that principle very strongly, then the whole rationale upon which the East Asia and Asia Pacific economic prosperity is based will be under threat," he said.

Integrating regional FTAs

The plethora of bilateral and regional trade agreements in the Asia-Pacific region is a testament to both developed and emerging markets' enthusiasm for free trade and open economy. By the end of 2015, some 160 Free Trade Agreements (FTAs) had been signed between APEC members, including over 60 regional FTAs. But the presence of a complex web of trade deals, known as the "spaghetti bowl" effect, is likely to lead to higher administration costs, while the trade diversion effect may offset the initial gains of FTAs, according to the Collective Strategic Study on Issues Related to the Realization of the FTAAP approved by leaders of APEC members in 2016.

FTAAP, once established, would be the world's largest free trade zone and would "fundamentally solve the 'spaghetti bowl' effect, and serve as a comprehensive and effective institutional framework for regional integration," said Liu Chenyang, director of APEC study center in Tianjin-based Nankai University.

According to Liu, a feasible way to achieve the FTAAP is through "docking, integrating or expanding the large-scale FTAs currently in the making."

These include the faltering TPP which now has 11 members after the United States' withdrawal, and the Regional Comprehensive Economic Partnership (RCEP), which groups the 10 members of the Association of Southeast Asian Nations (ASEAN) and their six major trading partners -- China, Japan, South Korea, India, New Zealand and Australia.

The 21 APEC members, covering some 40 percent of the global population, account for some 60 percent of the world's economy and half of global trade.

An eventual FTAAP could "bring great opportunities for the Asia-Pacific region and create positive externalities for the rest of the world," according to the APEC strategic study.

"FTAAP as a long-range objective for market integration of the Asia-Pacific region, is bound to be welcomed by the majority of countries in the region," said Jin Jianmin, senior fellow at Fujitsu Research Institute in Tokyo.

China's contribution

"With the United States rapidly retreating into protectionism and isolationism, we look forward to Chinese leadership in pushing forward the free trade agenda," said Oh Ei Sun, special adviser for International Affairs of Malaysia's Asian Strategy and Leadership Institute.

Sridharan Nair, territory senior partner of PwC, sees China's drive for FTAAP as "a catalyst for many others to be part and parcel of it."

"Imagine having a pact with China in it versus not having China in it, clearly the former will be much more attractive for the other participant," he told Xinhua on the sidelines of the APEC meetings.

The China-proposed Belt and Road Initiative, which aims to build regional trade and infrastructure networks and boost connectivity, can effectively facilitate regional economic integration and the realization of FTAAP, experts say.

Jayant Menon, lead economist of the Asian Development Bank, said the Belt and Road Initiative is a "key program to increase connectivity within the region, and between the region and the rest of the world."

"Trade costs are directly related to the level of connectivity, and as these costs come down, integration is certain to rise," Menon said.

The core of the Belt and Road Initiative is in many ways in line with that of the FTAAP, according to Chen Dingding, associate dean of Institute for 21st Century Silk Road Studies at Jinan University.

The initiative can help accelerate the realization of FTAAP in economic, political and cultural aspects, while the trade deal would in turn facilitate the Belt and Road development, he added.

"We watched China's Belt and Road Initiative with interest," Alan Bollard, executive director of the APEC Secretariat, told Xinhua. "It's a different sort of development. It's not a regional trade agreement and it's generally not focused on rules and regulations...It's about investment, projects and development of infrastructures."

"We are very interested in that, the bigger initiative goes beyond APEC as well," he added.

Whatever happens at November 11’s Asia-Pacific Economic Cooperation (Apec) Leaders’ meeting in Da Nang, Vietnam, there is sure to be some monkey business.

US President Donald Trump, Russian President Vladimir Putin and Chinese President Xi Jinping are expected to attend meetings about free trade in the Asia-Pacific region, but the venue – the huge InterContinental Danang Sun Peninsula Resort – is better known for primates than politicians.

Take, for instance, its Cheeky Monkey nightclub. Not only does the dance floor feature ropes, swings and transparent floors, but there are karaoke rooms decked out with banana-shaped seating.

There’s even a banana-themed cinema room. Move into the chill-out area and things get even odder.

Styled as a library that includes a bar, the entire area is styled as if it was the home of a fictional English monkey called Charles. On the wall is a painting of Winston Churchill as a chimp, while the bookshelves around the walls contain papier mâché heads of characters like Michael Jackson and Harry Potter, each with measured monkey features.

All of this simian strangeness is the brainchild of Bangkok-based architect Bill Bensley, who completed this resort inside the Son Tra Nature Reserve in 2012 as a tribute to the area’s native inhabitants.

The resort clings to the side of what US soldiers in the 1960s called Monkey Mountain for its population of beautiful red-shanked doucs.

There are rope-ladders in the canopy to help the monkeys get in and out of the resort, and the hotel’s shops all sell toy monkeys.

The doucs are about 1.2 metres tall with huge inquisitive eyes, yellow faces and rusty-red legs. Despite them forming communities and hierarchies, individuals and families of doucs never fight each other.

APEC Vietnam 2017 witnesses enhanced influence of China

Chinese President Xi Jinping will attend the 25th Asia-Pacific Economic Cooperation (APEC) Economic Leaders’ Meeting in Da Nang, Vietnam, from Nov. 10 to 11.

China, as the world’s second largest economy and the largest contributor to world economic growth, has received significant attention during the APEC Leaders’ Week.

“Whether you like it or not, the global economy is the big ocean that you cannot escape from,” Xi said at the World Economic Forum held this January, adding that any attempt to channel the waters in the ocean back into isolated lakes and creeks is simply not possible.

On the APEC CEO Summit that took place on Nov. 8 within the framework of the APEC Economic Leaders’ Week 2017, Victoria Kwakwa, World Bank Vice President for East Asia and Pacific, said she totally agrees with Xi.

A total of 176 Chinese enterprises and over 300 Chinese entrepreneurs have registered to attend the APEC CEO Summit.

A breakfast meeting was held by the APEC China Business Council (ACBC) on Nov. 8, participated by 14 entrepreneurs from China and the US. The US side stressed that the meeting should be made into a routine activity of the APEC Leaders’ Week.

“It is a reflection of the importance laid on China and the recognition of China’s influence by the Asia Pacific region,” said Sun Xiao, secretary general of the Council.

Yin Gang, president of China Railway Signal & Communication Corp Ltd., told People’s Daily Online that China will definitely have a profound impact on the Asia Pacific region as it enters a new era of socialism with Chinese characteristics.

The Belt and Road Initiative proposed by Xi offers broad space and substantial opportunities for both Chinese and US enterprises, said Richard Smith, President and CEO of Global Trade Services at FedEx Express. The two countries should join hands and make efforts in building the free trade system of the Asia Pacific region, he added.

APEC is the economic cooperation mechanism with the highest level, broadest coverage, and most influence in Asia Pacific region.

United States and China trade agreements worth about $260 billion USD which is very impressive.

Donald Trump visiting Vietnam will be about trade negotiations and about human rights. Without freedom of speech, investors in Vietnam cannot be competitive. Human rights allow Vietnamese citizens to work in a better environment and also allow people to speak their minds without any consequences. The Vietnamese Communist party doesn't understand the word "transparency". Suppressing people from speaking their minds will not help attracting foreign investors in Vietnam. Something has to change.

Very good. Let's do trade, more trade, without being bothered by any false moral upmanship.

As I anticipated, the APEC may eventually yield lots of mini summits, regional and bilateral.

Basically, a platform to promote the Belt and Road, or, as used to be known as, the Beijing Consensus.
