Does the clause stated by you in your post end at the wordings of "Pakistani NATIONALS not normally resident" or it go beyond that words such as 'therein who have entered the State for the purpose of fighting" and so on .....

Karachi Agreement is a Cease-Fire Agreement which demarcated the 'LINE OF CONTROL'. In effect it is not any different than PART I of UNSC Resolution 47 which also calls for a cease-fire but doesn't demarcates LoC. As it rightly states 'The cease-fire line is a complement of the suspension of hostilities, which falls within the provisions of Part I of the resolution of 13 August 1948 and can be considered separately from the questions relating to Part II of the same resolution'. Nowhere is Part II bing superseded. It is only an addendum to Part I. KC does not mean that Pakistan can hoist its troops in Azad Kashmir and India will have to conduct a plebiscite on its own in its part of J&K.

You will of course want, but cannot selectively deny the part where your nationals need to be withdrawn. Unless PAK Government agree to such, we are under no (moral) obligation to start implementing any other recommendation of UNSC Resolution 47 passed under Chapter VI of UN Charter which at any rate WAS deemed irrelevant with Shimla Agreement.

Even Pakistanis acknowledge that their troops were present. The original document is somewhat hard to find.
