You are partially right but my understanding is that those in south block make the policies more then actual implementation. That is is where the guys like said Colonel are important.

And I wont class these people in Afghanistan as disposable, they are your top and most bright minds fighting the proxy war against Pakistan for more then a decade.

He's focused on TTP and operated out of Jbad station. Kulbhushan Jadhav compromised the dually encrypted application used by RAW to communicate, locate, receive documents from its assets and to mark themselves 'safe'. Pakistan preempted India by releasing the info about Col Habib abduction in Nepal. But I guess here Indian establishment is in a fix. Its not for Pakistan to break the news about a covert operation in a foreign land. He is picked up for a purpose. Probably by now, he would have been skinned alive if involved in Lahore blast, or will be put forward as a exchange for Col Habib.
