Yes it's true...

If someone do anything wrong to you for example If I borrow a money from you and do not pay back. On the day of judgement Allah will take my rewards and put in your account.

Samething applies for other matters. If I dishearten somebody and do not apologize, part of my rewards will be transferred to him for not paying good respect towards him/her.

Indeed, Allah is the best decider!
