IMO there is no reason to think that they wanted to kill him. IMO they just wanted to defend themselves from US tourist.
I agree with you here. In such case he should be handed over to police
if possible (with the emphasis on if possible). The problem is that sometimes there is no time to wait for the police.
BTW let’s not forget that there is such thing as false accusation of rape.
In 2012 in USA George Zimmerman killed unarmed Trayvon Martin. He took the law into his own hands. And US “court” found him “not guilty”.
In 2014 also in USA Darren Wilson killed unarmed Michael Brown. He was also found “not guilty” by US “court”.
I hope that by "advanced countries" you didn't mean Murica:
USA tortured prisoners in Abu Ghraib Prison.
USA have concentration camp in Guantanamo.
USA is torturing detainees in CIA's secret prisons:
"CIA black sites were set up all over the world, and suspected terrorists were rendered, detained and subjected to brutal abuses: sleep deprivation, sensory deprivation, auditory overload, rectal rehydration, waterboarding and stress positions, as well as other forms of treatment designed to humiliate and degrade."

And something more about "legal system" of Murica.
"Catherine Fisher: At first I thought obviously I was the only rape victim in Japan by US military servicemen. But after doing my own research I realized that for the past 70 years US military servicemen have been raping, murdering and committing crimes against Okinawans ... Nobody was speaking up about it – the servicemen had received immunity. That is the reason why I wanted to speak up."
