Press Statement by Prime Minister during the State visit of Prime Minister of Mauritius to India (May 27, 2017)

Your Excellency Prime Minister Pravind Jugnauth

Members of the media

Ladies and Gentlemen,

It gives me great pleasure to welcome Prime Minister Pravind Jugnauth and his delegation to India. We are truly honoured, Excellency, that you have chosen India for your first overseas visit after taking on the new responsibility as Prime Minister of Mauritius earlier this year. Your visit reflects the depth of our ties that have endured and enhanced over two centuries. And, our bonds are not limited to Governments. They extend to our people and societies who take pride in our shared roots. Our bonds have flourished despite time and distance. Today, they weave a rich tapestry of friendship in diverse areas.

Friends,

My discussions with Prime Minister Jugnauth have been warm and productive. Our conversation reminded me of my own memorable visit to Mauritius in March 2015. That visit, which was my first to the Indian Ocean region, gave us a robust agenda for cooperation. It also underscored the commonality of our values, interests and efforts.

Friends,

Today, we have taken another leap in our bilateral agenda. As frontline states of the Indian Ocean, Prime Minister Jugnauth and I agree that it is our responsibility to ensure collective maritime security around our coasts and in our EEZs. We agree that effective management of conventional and non-conventional threats in the Indian Ocean is essential to pursue economic opportunities; protect the livelihood of our communities, and provide security to our people. And, for this India-Mauritius cooperation is very very important.

We have to keep up our vigil against :

• Piracy that impacts trade and tourism;

• Trafficking of drugs and humans;

• Illegal fishing, and

• Other forms of illegal exploitation of marine resources

The conclusion of the bilateral Maritime Security Agreement today, will strengthen our mutual cooperation and capacities. We have also agreed to further strengthen our wide-ranging cooperation in hydrography for a secure and peaceful maritime domain. India is supporting the National Coast Guard of Mauritius in augmenting its capacity through Project Trident. We have also taken a decision to renew the life of the Coast Guard Ship Guardian, that was provided to Mauritius, under a grant assistance programme.

Friends,

A strong developmental partnership with Mauritius is a hallmark of our engagement. India is proud to participate actively in the ongoing development activities in Mauritius. The agreement today on a 500 million US dollars Line of Credit from India to Mauritius is a good example of our strong and continuing commitment towards the development of Mauritius. It will also help in the implementation of priority projects. Prime Minister Jugnauth and I welcome the progress in ongoing projects. India will extend full support for the timely execution of projects identified between our countries. Projects that will vitalize the economy of Mauritius and mark a qualitative transformation in our relations. In our discussions, we also focused on increasing skill development cooperation with Mauritius. It is an active part of our present interaction under India’s multiple capacity building programme with Mauritius. We are happy to further deepen our exchanges in this domain.

Friends,

We applaud the leadership shown by Prime Minister Jugnauth in drawing attention to the importance of renewable energy. The signing and ratification of the framework agreement on International Solar Alliance by Mauritius has opened up new vistas of regional partnership for both countries in this field.

Friends,

We take pride in this contribution of the Indian-origin community to the national life of Mauritius. To promote our thriving links with the diaspora in Mauritius, India had, in January this year, declared a special carve-out on OCI cards only for Mauritius. Our flag carrier airlines have agreed to enhance their code sharing arrangement to new destinations. This too is expected to lead to greater tourism and people-to-people contacts between our countries.

Friends,

Apart from bilateral issues, Prime Minister Jugnauth and I also exchanged views on a range of regional and global issues. We agreed to continue supporting each other in multilateral fora and cooperate closely on our common challenges and interests. Prime Minister Jugnauth’s visit will contribute to elevating our relationship to new heights on the bed-rock of our traditional links. I thank Prime Minister Jugnauth for his vision and support to our relationship. And I look forward to working closely with him in the coming months as we put into action the decisions we have taken today. Once again, I extend a warm welcome to Prime Minister Jugnauth and wish him a fruitful stay in India.

Thank you.

Thank you very much.

President of India reached Mauritius; Addresses students at Mahatma Gandhi Institute; says India’s aspiration is for Mauritius to rise as a leading Economy and a voice for peace and stability in the entire Indian Ocean Region

The President of India, Shri Ram Nath Kovind, has reached Mauritius today (March 11, 2018) on the first leg of his State Visit to Mauritius and Madagascar. He was received at the airport by the Prime Minister of Mauritius, Honourable Pravind Kumar Jugnauth, and his entire Cabinet and hundreds of dignitaries and local people.

Later President Kovind addressed an impressive gathering of students and young people at the Mahatma Gandhi Institute at Moka, Mauritius, where he also paid tributes before a statue of the Mahatma.

Speaking at the Institute, the President said that he was honoured to be in Mauritius for a milestone moment in its history – the 50th anniversary of independence from colonial rule. Tomorrow, March 12, marks not just the golden jubilee of the independence of Mauritius but also the 26th anniversary of this nation having become a republic.

The President said that the first people from India arrived in Mauritius 200 years ago, in the 1820s. In 1834, the first indentured labourers from India reached these shores. From those early challenges, the Indian community has come a long way. It has contributed, along with its fellow citizens of diverse backgrounds, to making Mauritius a prosperous country and a model for this region. As a steadfast friend, India has been proud to support their efforts. He said that the Indian community in Mauritius comprises those who trace their roots to a variety of Indian states, from Bihar and Uttar Pradesh to Tamil Nadu to Gujarat to several others. He urged them to become a living bridge between Mauritius and India, and Mauritius and individual states of India.

The President said that India’s affection and feeling for Mauritius is symbolic of our shared aspirations for Africa and for the Indian Ocean Region. Above all else, it is our people who bring us together. Mauritius is one of the largest participating countries in the Indian Technical and Economic Cooperation programme. Over 300 young people from here undergo civilian and defence related training in India each year. Under India’s Africa Scholarships programme – part of the India Africa Forum Summit initiative – each year 97 scholarships are offered to Mauritian students for higher education. Another 200 students enrol themselves in Indian universities on a self-financing basis. They come to India as cherished friends. And we send them back as ambassadors of India – and life-long believers in our partnership.

The President said that the challenge before us is to modernise our society and economy without succumbing to an extractive and energy-guzzling model. India is making every effort to meet this challenge – but this challenge is not India’s alone. It is the challenge of every country and every global citizen. As an island nation, Mauritius is of course extremely conscious of this challenge.

The President said that India sees Mauritius as central to the emerging institutional architecture of the Indian Ocean Region – and we want to sail together, and sail far, in these majestic waters. Our aspiration is for Mauritius to rise as a leading economy and a voice for peace and stability in the entire Indian Ocean Region.

The President called on the President of the Republic of Mauritius, Her Excellency Dr Ameenah Gurib-Fakim at State House, near Port Louis. During the discussion, the President thanked Government and people of Mauritius for the very heart-warming welcome given to him. He stated that it feels as if he was in India and among our own people.

The President said that India is committed to its development cooperation partnership with Mauritius. India looks forward to further strengthening its capacity building and financial assistance programme for Mauritius. He stated that we should ensure that the traditional strength, dynamism and exalted status of our bilateral relations are handed over to our youth to carry it forward. There is a need to engage the youth more in our bilateral, regional and diaspora networks.

Later in the evening, the President will attend a banquet hosted in his honour by the Prime Minister of Mauritius, Honourable Pravind Kumar Jugnauth.

Text of President’s speech at the Mahatma Gandhi Institute is attached.

The President of India, Shri Ram Nath Kovind, today (March 12, 2018) led delegation-level talks with Prime Minister Pravind Jugnauth of Mauritius and members of his Cabinet. The President also witnessed the exchange of several agreements/MoUs between India and Mauritius.

India announced a new Line of Credit of USD 100 million for defence procurement by the Government of Mauritius. It offered a Multi-Purpose Offshore Patrol Vessel (MPOPV) to Mauritius to augment its security capacity. This would be financed through the new defence LOC announced today, and also with an additional grant component of USD 5 million.

The other Agreements/MoUs exchanged today were an MoU on cooperation between Nalanda University in Bihar and Mauritius; an MoU on the establishment of an Ayurveda Chair at the University of Mauritius; an MoU between the Union Public Service Commission (UPSC) in India and the Public Service Commission of Mauritius, whereby the UPSC will provide necessary assistance for capacity building to its Mauritian counterpart; and an agreement to facilitate cultural exchanges between the two countries.

Speaking on the occasion, President Kovind said: “India and Mauritius share common security concerns in the Indian Ocean Region. India has assisted Mauritius in the past by supplying patrol vessels. Taking this cooperation further, I am happy to announce today that India will supply a Multi-Purpose Offshore Patrol Vessel to Mauritius under a Line of Credit.”

Later in the day, President Kovind received various dignitaries who called on him. The Mauritian dignitaries included Justice Kheshoe Parsad Matadeen, Chief of Justice of Mauritius; Mrs Santi Bai Hanoomanjee, Speaker, National Assembly of Mauritius; and Mr Xavier Luc Duval, Leader of Opposition of Mauritius.

In these meetings, the President iterated that India accords great importance to the steady development of relations between our countries. India-Mauritius bilateral cooperation is comprehensive and multi-faceted. Regular high-level interaction between political leaders of the two countries has given direction and impetus to this partnership. Shared values of democracy, rule of law and social harmony further reinforce our relationship.

Earlier this morning, the President visited Ganga Talao and the Apravasi Ghat World Heritage Site to pay his tributes. Both these sites are held in great reverence by the Indian community in Mauritius. Apravasi Ghat represents the location where members of the early Indian community arrived in Mauritius as indentured labourers in the 19th century.

The President of the Republic of Mauritius, Mrs Ameenah Gurib-Fakim, hosted a lunch in honour of President Kovind today (March 12, 2018). Speaking on the occasion, the President thanked the Government and people of Mauritius for the warm welcome and gracious hospitality accorded to him and his delegation. He congratulated Mauritius on the 50th anniversary of the country’s independence from colonial rule.

Later this evening (March 12, 2018), President Kovind will attend the 50th anniversary celebrations of the independence of Mauritius.

Yesterday evening (March 11, 2018), the President attended a welcome banquet hosted by the Prime Minister of Mauritius, Mr Pravind Kumar Jugnauth. Speaking on the occasion, the President expressed his gratitude to the Government of Mauritius for inviting him to be Chief Guest for the celebrations of the 50th anniversary of the independence of Mauritius. He said that this is a distinct honour for the 1.3 billion people of India.

The President said that Mauritius is a gateway to the Indian Ocean Region and to Africa. It can serve as a hub for Indian companies looking to access the African mainland. As the proverbial “Star and Key” of the Indian Ocean, Mauritius has a natural convergence of interests with India. Our cooperation in maritime security and counter-terrorism has been exemplary.

President of India inaugurates world Hindi secretariat; addresses Indian diaspora in Mauritius; praises Indians living in Mauritius for their achievements

The President of India, Shri Ram NathKovind, inaugurated the World Hindi Secretariat building today (March 13, 2018) on the third day of his visit to Mauritius. He also launched the World Hindi Secretariat’s logo, an Early Digital Learning Programme as well unveiled foundation stones of a social housing project and a large ENT hospital being built with Indian assistance.

Addressing the gathering, the President said that Hindi has played an important role in society and culture in both India and Mauritius. It is a global language and the Indian community, spread across the world, has preserved its culture and traditions – and passed it to the next generation – through its linguistic traditions, including Hindi. Hindi is being taught in about 175 universities in various countries.

The President noted that the 11th World Hindi Conference is going to be held in Mauritius in August 2018. Apart from India, Mauritius is the only country where this conference is being hosted for a third time. This is evidence of the affection of the people of Mauritius for Hindi.

Later in the day, the President addressed the Indian diaspora at a reception hosted by the High Commissioner of India in Mauritius.

Speaking on the occasion, the President said that in India we rejoice at the remarkable success of our brothers and sisters who left Indian shores many generations ago and have achieved great material success while cherishing their spiritual values. Since time immemorial, Indian life and society have been defined by “VasudhaivaKutumbakum, meaning the whole world is our family. This is even more so for Mauritius, with whom we are linked by blood and sweat.

The President said that today, more than ever, India wants to connect with its diaspora. To this end, we have made special provision for Mauritius in our OCI scheme. The President invited members of the Indian diaspora to visit and participate in programmes of the PravasiBharatiya Kendra in Delhi. He was happy to note that young Mauritians have already started to connect with the Kendra. We must use our diaspora networks and platforms for connecting with India and for engaging with others in different parts of the world.

Earlier this morning, two former Prime Ministers of Mauritius, Mr Paul Berenger and Mr NavinRamgoolam, called on the President for separate meetings. Tomorrow (March 14, 2018) morning, the President will leave for Madagascar for the final leg of his two-nation state visit. He will become the first Indian President to visit Madagascar.

Address by the President of India, Mr Ram Nath Kovind at the reception hosted for Indian diaspora in Mauritius by the high commissioner of India in Mauritius

1. I am happy to be amongst this august gathering of Indian Diaspora and friends of India. I am accompanied by a delegation comprising Minister of State for Health and Family Welfare Shri Ashwini Choubey and four Members of Parliament. I must say, you have made us feel really special in your beautiful country. I and my delegation have been received with tremendous warmth and affection. Right from the time I landed in Mauritius, to every event that I have been to, I have felt the warmth and goodwill of our ancestral links, of our familial ties. I am truly grateful for this gesture.

2. Yesterday I had the honour to attend the celebration of 50th Anniversary of Independence of Mauritius. I wholeheartedly enjoyed the spectacular celebrations.I was impressed by the high sense of pride and humility that marked the festivities. I once again extendto you greetings and felicitations on this historic occasion.

Friends,

3.In the last 50 years, the people of Mauritius have created a democratic, plural and multiethnic society laced with high optimism and progress. The economic achievements of this small but vibrant country are laudable. You have created, what many call, a heaven on earth. Under the wise guidance of generations of farsighted leaders, the people of Mauritius have transformed this island nation, into a beacon of peace and prosperity in the Indian Ocean.

Friends,

4. We are two countries, but one people. We have common civilisational roots. We share with you much more than any other country or society. Our traditions, colours and festivals are the same. Our inspiration, encouragement and inner strength also come from the same source. For both of us, Mahatma Gandhi is an everlasting source of pride. His message and struggle did not stop on the sands of Dandi, it reached in full strength to shores of Mauritius as well.

5. I had the privilege of visiting the symbol of our umbilical relations, the Aapravasi Ghat, and climbed its historic 16 steps. It is a tribute to the sacrifice, courage and hope that Mauritianshave displayed over the last nearly 200 years. A ghat has a special meaning in India. It connects us to our ethos and spirituality. I must say when I was at the Aapravasi Ghat, I felt I was on a spiritual pilgrimage. It was truly a humbling experience for me.

6. In India, we rejoice at the remarkable success of our brothers and sisters who left Indian shores many generations ago, and have achieved great material and spiritual progress. In our country, since time immemorial, we have believed in living together, in harmony, peace and unity. Indian life and society has been defined by “Vasudhaiva Kutumbakum”, meaning the whole world is our family. This is even more so for Mauritius, with whom we are linked by blood and sweat.

Friends,

7. Today, more than ever, we want to connect with our Diaspora abroad. We want to engage and embrace them and in the process hold each other’s hand for mutual progress and prosperity. To this end, we have made special provision for Mauritius in our OCI scheme. I was filled with joy to handover OCI cards to several distinguished members of the Indian Diaspora today. We hope to further strengthen these ancestral bonds.

8. I also invite each one of you to visit and participate in the programmes of the Pravasi Bharatiya Kendra in Delhi. It is a home, an address in India for every member of our Diaspora. I am happy that young Mauritianshavealready started to connect with the Kendra. In January, earlier this year, we hosted several of your parliamentarians there for a Global PIO Parliamentarians Conference. We must utiliseour Diaspora networks and platforms, more and more, for connecting with India and for engaging others in different parts of the world.

Friends,

9. Today, India and Mauritius are both robust democracies and vibrant, multi-religious and multi-ethnic societies, which stand for the values of tolerance and social harmony. In India’s onward march, diversity has been our strength. And democracy has allowed it to flower and prosper. Democratic values, with inclusive economic development and progress, have the power to bridge gaps of ethnicity, religion or any other difference that may be there. As democracies, we must nourish diversity and our roots.

Friends,

10. The motto of my Government in India is “Sabka saath Sabka vikas” i.e. “Together with everyone, development for everyone”. This motto has been the cardinal principle of our developmental partnership with Mauritius. We want to support our brothers and sisters here, in building a stronger Mauritius, with infrastructural projects that add value to the well-being of common people.I had the honour to inaugurate few such projects yesterday. I hope they will bring happiness and joy to each and every section of the Mauritiansociety.I would also urge you to connect with India, its economic growth and new energy. You have made stellar economic progress and we are ona path of rapid economic growth. We must complement each other in our respective pathways.

Excellencies and Friends,

11. The Indian Ocean has connected us in many ways. It has been a uniting force for us. A stable and peaceful Indian Ocean is in the interest of both India and Mauritius. We must strive and work together to ensure and achieve this shared objective.

12. India and Mauritius have always stood by each other. India was proud to help Mauritius in its efforts to gain due recognition from UNESCO for the Aapravasi Ghat and Bhojpuri Geet Gawai. As members of our proud Diaspora, we seek your continued assistance to bring to bear Indian thought and practice at the world stage, not just for our own benefit, but for the larger good. After all yoga today is cherished by one and all.

Excellencies, Friends, Ladiesand Gentlemen,

13. I once extend my heartiest felicitations to the Indian Diasporaand Indians living in Mauritius. You are a true reflection of India with its rich diversity, cultural heritage and traditions. We are proud of you and your achievements.

14. With these words, I wish you all and your families the very best for all your endeavours, and even greater success and prosperity in the years ahead.

Thank you.

An Indian Air Force plane carrying Minister for External Affairs Sushma Swaraj lost contact over Mauritius air space for nearly 14 minutes on Saturday, according to the Airports Authority of India.

“Indian Air Force Flight IFC31 carrying Sushma Swaraj, Minister of External Affairs, departed from Trivandrum at 1408 IST for Mauritius. Aircraft changed over from Indian airspace to Mauritius ATC, which then established contact with the aircraft at 1644 IST. However, IFC 31 could not contact Mauritius ATC after entering Mauritius airspace...Later at 1658 IST, IFC 31 came in contact with Mauritius ATC and landed,” AAI said in a press statement.

The plane was traced after the Mauritius Air Traffic Control activated INCERFA, the code word for a situation where uncertainty exists regarding the the safety of an aircraft and its occupants.

While such an alert has to be issued only after 30 minutes of losing contact with the ATC, in this case it was generated earlier perhaps because the plane was carrying a VIP, AAI said.

The next two levels of warning include ALERFA or the code for alert phase and DETRESFA for a distress phase.

Ms. Swaraj was on her way to South Africa for the BRICS summit.
