Like Papua New Guinea and Haiti, two other nations with natural wealth that are blighted by the “resource curse”, Afghanistan could be seriously considering leaving resources untouched to ensure peace, stability and a clean environment but the economic imperative is too strong.

It is better for Afghanistan to achieve stability then start economic development !
 
And how does come without money?
The key here is to not let the Chinese mine your country. They destroy nature wherever they go.

Everyone do so but Chinese are notorious for bringing their own labour for work which does not generate much employment for the host countries. Which is bad.
