You have the internet at your disposal. You can verify that the liberals and muslims in India were fighting for the right of Pakistani muslims to become Indian citizens in 5 years instead of the 11 now.
As refugees the lives of ppl are basically at a pause with many facilities not available to them for 11 years.
The law was passed to help the minority population in the 3 countries to get fasttrack citizenship in India.
No one thought that muslims from the 3 countries would want asylum in India.

BTW, those weapons of war were given to have influence the Afghan Army and protect these so called infrastructure project......and it's also easy and possible to shift weapons of war to safety than any infrastructure project....maybe the Indian pilots were first to runaway.
