In its reply, IB claimed that the official seeking an Inter-Services Intelligence (ISI) probe against senior bureau officials was a habitual litigant and had tried to tarnish the repute of the intelligence agency in the past as well.

During the hearing, the judge observed that there seemed to be a tug of war between ISI and IB, and even posed the same question to Barrister Masroor Shah, the petitioner’s counsel.

Earlier, during the conduct of a probe against former prime minister Nawaz Sharif, an interim report submitted to the apex court by the Joint Investigation Team (JIT) had hinted that military-led intelligence agencies were not on good terms with IB, and alleged that the bureau was hampering their investigation.

The JIT had included representatives of the ISI and Military Intelligence.

Another biggest crime done by this Nawaz Sharif is he made IB personal security firm, made this state organization .......... and use against each other. He powered IB when he took the office with state of the art equipment and tab Military, opposition and even citizen of the country.

Please help me to understand your point. That is precisely and exactly what the IB is mandated to do, in India, except that we do not look at the military and investigate it through the IB. The opposition and potentially subversive citizens are specifically the targets of IB surveillance. Also potentially subversive foreigners.

Well, he tried to do the same with ISI and even Pak army. At least that was his agenda and he failed so far. Recently the number of civilian directors at ISI has been increased from one to four by his stooge SKA. Currently a few amendments are under process that will put the defence budget under the inspection of the auditor general of Pakistan....so the traitors are working hard to undermine PA and Pakistan.

HR department of the department in question will take care of that --- they will be career officers & not out of turn appointments as is the case with FIA, where entire cadre is full of PSP officers

what he meant is that IB's capability were enhanced not to keep tab on its citizen with respect to Homeland security but for political gains ----
Previous practice was & currently is that Provincial Police Special Branch (Intelligence Unit of Police) was / is mandated to carry out surveillance of Political opponents - mostly used on Judges, MPAs, MNAs movement - HUMINT aspect of the reporting was tasked with Special Branch at the local level ---- many Officers in Police got good assignments by merely compiling such reports ------

with PML - N coming to Federal Govt. they enhanced they capability of IB for SIGINT, they would tap calls, hack social media accounts of Judges, Military officers as well as ISI officers -----

request was put in by Department itself ---- I can tell you for a fact that a request is sitting with GHQ top brass to be forwarded to Defense secretary for approval that will make contract employees of MI permanent - these contractors are civilians working in the position of G1/G2

ISLAMABAD, June 30: Recent litigation related to the service matter of a number of civilian officials of Inter Services Intelligence (ISI) indicated that it is difficult for them to reach even BPS-21 in their entire service.

Because of this, the names of civilian officials cannot even be considered for the post of director general which is a BPS-22 position.

During the last few months, three petitions were filed with the Islamabad High Court (IHC) by the civilian officials of the spying agency. One of the petitions filed by about 30 officials stated that sometimes an official gets only one-time promotion during his entire 25 years of service.

The petitioners said the slow process of promotion was also an obstacle to reaching BPS-21, which was the last stage of promotion for the civilian officials of the agency.

One of the petitioners said had there been a good number of BPS-21 civilian officials in the agency, they would have approached the court for getting into BPS-22.”

He referred to a petition filed by Junaid Qureshi of Pakistan Railways, where the last promotion grade was also BPS-21. On the petition of Mr Qureshi, the IHC last year ordered the Establishment Division to consider his promotion to BPS-22.

According to documents available with Dawn, 325 officers are working in BPS-17 to 21 in the five different cadres of the ISI.

Out of the 325, only one officer enjoys BPS-21. Seven others are in BPS-20 and are working as deputy directors general. Besides, there are 61 directors in BPS-19.

It may be recalled that in July last year Senator Farahatullah Babar had moved a private bill in the upper house suggesting appointment of a civilian director general in BPS-22 in the ISI. The bill aimed at making the ISI answerable to the government in general and the parliament in particular.

The bill provided for a director general who shall be a serving or retired civil servant in BPS-22 or of an equivalent rank in the armed forces to be appointed by the president on the recommendation of the prime minister.

It has been learnt that though the bill was not even seriously taken up by the Senate, it did not go down well with the military authorities.

A source said the appointment of a “serving or retired civil servant in BPS-22” from outside was unacceptable for both the civilian and military officials of the ISI.

“Had the bill introduced a mechanism for the civilian control of the ISI from within the organisation it would have been acceptable for those running the agency,” the source claimed.

Lt-General (retired) Talat Masood said despite being a civilian organisation, there was hardly any oversight of the civilian governments over the ISI.

He, however, said the smooth transition of power from the PPP to the PML-N had changed the situation and the incumbent PML-N government could take initiative for bringing civilian supremacy to the institution.

A military spokesman, when contacted, refrained from commenting on the issue, saying it was a policy matter.

An ISI spokesman, however, said the spy agency was functioning in accordance with the prescribed rules while the promotions and transfers of the civilian officials were being done in accordance with the law.

BTW it is not a conspiracy because it is a true news that 4 civilians will be made directors. There was a thread on PDF too.

You have turned the 'conspiracy theory' to 'conspiracy fact'. The aim is to eventually have the ability to promote civilians to the level of DG ISI. At which point you can say bye bye to Pakistan. I don't know where people arise to defend the malicious intent of American backed politicians who have been trying to get Army under their own control. Editorials in Dawn leave no doubts that this is the liberal extremist agenda.
